The frigate was named in honor of Fleet Admiral Felix Nikolaevich Gromov (1937-2021), who served as Commander-in-Chief of the Russian Navy from 1992 to 1997. The ship is being built under a state contract signed by the Russian Ministry of Defense with the Northern Shipyard on August 25, 2020 at the Army 2020 International Military Technical Forum for the construction of two frigates of Project 22350 with serial numbers 929 and 930 (the ninth and tenth ships of this type). It is known that this long-delayed contract was renegotiated in April 2024. The Admiral of the Gromov Fleet became the first frigate of Project 22350, laid down after a six-year hiatus. It is still unclear when the second ship will be laid down under the specified contract with the factory number 930 (according to a number of reports, it is planned to be named Admiral Vysotsky).
The developer of project 22350 is JSC "Northern Design Bureau" USC. The lead frigate of project 22350 Admiral of the Fleet of the Soviet Union Gorshkov (serial number 921), built at the Northern Shipyard, was laid down on February 1, 2006 and launched on October 29, 2010. The ship completed its first factory sea trials in the Baltic on November 18, 2014 and was transferred to the Russian Navy only on July 28, 2018, becoming part of the Northern Fleet.
To date, the Northern Shipyard has handed over only two more frigates of this type to the Russian Navy. The frigate Admiral Kasatonov of the Fleet (serial number 922) was laid down on November 26, 2009, launched on December 12, 2014 and entered factory sea trials on December 21, 2018. The ship was commissioned into the Navy [...] on July 21, 2020, and the frigate is part of the Northern Fleet. The Admiral Golovko frigate (serial number 923) was laid down at the Severnaya Shipyard on February 1, 2012, launched on May 22, 2020, and entered factory sea trials on November 27, 2022. The ship was commissioned into the Northern Fleet on December 25, 2023. The Admiral Golovko became the first ship of the 22350 project to be equipped with a fully Russian-made main power plant, and Russian-made M55R diesel-gas turbine units were loaded onto it [...] in December 2020.
Both of the first ships of Project 22350 (Admiral of the Fleet of the Soviet Union Gorshkov and Admiral of the Fleet Kasatonov) were equipped with M55 diesel-gas turbine units supplied by the Russian-Ukrainian joint venture CJSC Turborus, created by NPO Saturn and SE NPKG Zorya - Mashproekt (Nikolaev), while SE NPKG Zorya - Mashproekt was the actual manufacturer of the M90F gas turbine engine and the RO55 gearbox.
The fourth ship of project 22350, Admiral of the Fleet of the Soviet Union Isakov (serial number 924), was laid down at the Northern Shipyard on November 14, 2013 and launched on September 27, 2024. The ship is intended for the Pacific Fleet.
The fifth ship of project 22350 Admiral Amelko (serial number 925) was laid down at the Northern Shipyard on April 23, 2019 and launched on August 14, 2025. The ship is also intended for the Pacific Fleet.
Currently, the sixth frigate of this type, Admiral Chichagov (serial number 926, was laid down on April 23, 2019 simultaneously with the frigate Admiral Amelko), and the seventh and eighth frigates of this type, Admiral Yumashev (serial number 927) and Admiral Spiridonov, are also under construction at the Northern Shipyard (serial number 928), both of them were laid on the same day on July 20, 2020.
It is reported that at the ceremony of laying the foundation stone of the frigate Admiral of the Gromov Fleet, the Commander-in-Chief of the Russian Navy, Admiral of the Fleet Alexander Moiseev, said that the technical design of the modified frigate project 22350M had been approved, and plans for laying the first ship could be announced in the near future. Alexander Moiseev said that the ship of the ocean zone of the 22350M project will be a "more serious platform" compared to the frigate of the 22350 project, and, in particular, the new ship will have greater autonomy and range of navigation.
