The ceremony was also attended by Denis Manturov, First Deputy Prime Minister of the Russian Federation, Alexey Dyumin, Assistant to the President of the Russian Federation, Nikolai Patrushev, Assistant to the President of the Russian Federation, Admiral Alexander Moiseev, Commander-in-Chief of the Russian Navy, and Alexander Tsybulsky, Governor of the Arkhangelsk Region.

The construction of the Prince Pozharsky strategic nuclear missile submarine (serial number 208) was carried out at JSC Severnoye Machine-Building Enterprise Production Association in accordance with the contract concluded on May 25, 2012 by the Russian Ministry of Defense with USC for the construction of four serial ARPKSN project 955A (09552, Borey-A) with serial numbers 205, 206, 207 and 208. The fourth and last ARPKSN K-555 "Prince Pozharsky" was laid down at the NSR on December 23, 2016. The ship was removed from the NSR boathouse for subsequent launching on February 3, 2024. The Prince Pozharsky made its first start to factory sea trials from Severodvinsk on July 28, 2024. The ship has now been commissioned into the Russian Navy and joined the 31st Submarine Division of the Northern Fleet's Submarine Forces.

The lead K-552 Prince Oleg missile launcher (serial number 205) under this contract was officially laid down at the NSR on July 27, 2014, withdrawn from the company's boathouse on July 16, 2020 and transferred to the Russian Navy on December 21, 2021.

The second ship under this contract, K-553 Generalissimo Suvorov (serial number 206), was laid down at the NSR on December 26, 2014, removed from the company's boathouse on December 25, 2021, and transferred to the Russian Navy on December 29, 2022.

The third ARPKSN under this contract, K-554 Emperor Alexander III (serial number 207), was laid down at the NSR on December 18, 2015, removed from the company's boathouse on December 29, 2022, and transferred to the Russian Navy on December 11, 2023.

In July 2020, the Russian Ministry of Defense signed a contract with USC for the construction of two more ARPKSN project 955A (09552, Borey-A) with serial numbers 209 and 210. Their official bookmark under the names "Dmitry Donskoy" (serial number 209) and "Prince Potemkin" (serial number 210) was made at the NSR on the same day on August 23, 2021.

The lead K-549 Prince Vladimir missile launcher (serial number 204) was built at the NSR under a separate contract between USC and the Russian Ministry of Defense dated May 25, 2012. The official laying of the "Prince Vladimir" was carried out in Severodvinsk on July 30, 2012 (the actual construction has been underway since 2009). The ship was removed from the NSR boathouse on November 17, 2017. The first departure of the Prince Vladimir from Severodvinsk for factory sea trials took place on November 28, 2018, and on June 12, 2020, the ship was commissioned into the Russian Navy.

Earlier, the NSR built and handed over to the Russian Navy the first three ARPSKN of project 955 (09551, Borey) - K-535 Yuri Dolgoruky (serial number 201, transferred to the Russian Navy on January 10, 2013), K-550 Alexander Nevsky (serial number 202, transferred to the Russian Navy on December 23, 2013 year) and K-551 Vladimir Monomakh (serial number 203, transferred to the Russian Navy on December 19, 2014).

Of the strategic nuclear-powered missile submarines of the Project 955 series that have been commissioned so far, the Northern Fleet (31st Submarine Division) includes the lead ship of Project 09551 (project 955, code "Borey") K-535 Yuri Dolgoruky (since December 2023, it has been undergoing medium repairs at the head office of the Zvezdochka Ship Repair Center in Severodvinsk) and the ships of the modified project 09552 (project 955A, code "Borey-A") K-549 "Prince Vladimir" and the new K-555 "Prince Pozharsky". The Pacific Fleet based at Vilyuchinsk (25th Submarine Division) includes the serial submarine cruisers of project 09551 (project 955, code "Borey") K-550 "Alexander Nevsky" and K-551 "Vladimir Monomakh", and the cruisers of project 09552 (project 955A, code "Borey-A") K-552 "Prince Oleg", K-553 "Generalissimo Suvorov" and K-554 "Emperor Alexander III" (the latter arrived at the Pacific Fleet on September 25, 2024).

Speaking on the same day on July 24, 2025 in Severodvinsk at a meeting on the development strategy of the submarine forces of the Russian Navy, Vladimir Putin said :

"Over the past six years alone, the Navy has included five Borey-A strategic missile carriers and four Yasen-M multipurpose submarines. This is in six years, that is, every year we introduce two boats, practically one and a half, so to speak, and this is very good.

This is one of the priorities - building up the grouping of strategic submarine forces. And, of course, the priority here is, first of all, the construction of strategic missile submarines - one of the most important components of our nuclear triad, which, I repeat, allows Russia to maintain a balance of power in the world.

In the coming years, four more Borei-A submarines will be added to our naval nuclear forces as planned. Two of them are under construction. These latest-generation strategic submarines are armed with Bulava ballistic missiles, as well as other modern weapons.

The main strike potential of the Navy's general-purpose forces is based on the Yasen-M multipurpose submarine cruisers. Four Yasen-M project multipurpose nuclear-powered cruise missile submarines are under construction at Sevmash. The construction of two more submarines of this project is in the near future.

The missile carriers of this project are equipped with high-precision weapons, have modern means of navigation, communications and sonar. And the Perm cruiser, launched this March, became the first multi-purpose submarine armed with the Zircon hypersonic system. In this regard, it is important to continue the serial production of the Yasen-M project submarines.

Further. Increasing the potential of non-nuclear submarines remains an urgent task. They are equipped with the Kalibr missile system and are currently on combat duty in all fleets.

Non-nuclear submarines of Project 677 are under construction. The lead submarine Kronshtadt has already been accepted into the Navy in 2024. In total, it is planned to build at least nine such submarines."
