Vladimir Putin's speech at the ceremony of raising the Naval flag on the frigate Admiral Golovko:

I greet you and congratulate you on a big and important event. Today, here at the Northern Shipyards, as two weeks ago in Severodvinsk, naval flags are being raised on our newest warships. The Navy includes the frigate Admiral Golovko, the small missile ship Naro-Fominsk and the minesweeper Lev Chernavin. In accordance with the Naval Doctrine, we continue to work on serial production and planned deliveries of modern ships to the Navy.

Admiral Golovko is also a serial frigate. Such ships are the basis of the fleet's strike groups in the far sea and ocean zone. It was created using the most advanced technologies and equipped with Kalibr cruise missiles, which have proven their high effectiveness in combat conditions.

Naro-Fominsk is also one of the most successful projects of attack missile ships of its class. Such ships have earned military glory, they strike with long-range cruise missiles, at one time from the Caspian Sea at militant positions in Syria, and today they successfully carry out tasks during a special military operation.

Finally, the Lev Chernavin is a modern minesweeper with a unique hull. Decisions have already been made on the construction of ten more such ships.

The introduction of the newest ships into the fleet is another evidence that our shipbuilding industry is on the rise and is now entering rhythmic, serial production of warships of different classes. This is an important, fundamental step in the revival and development of our shipbuilding industry.

Currently, five frigates, eight corvettes, thirteen small missile ships and more than fifty other ships of various classes are in various stages of readiness on the stocks, near the embankments of Russian shipyards - they are now standing and working on them. I will name only the main orders.

So, I have already noted that in Severodvinsk, Sevmash plans to build three Borey-A nuclear-powered submarines and five Yasen-M multipurpose nuclear submarines in the next three years.

Six diesel submarines are currently being built at the Admiralty Shipyards in St. Petersburg. An order has been placed for the construction of patrol ships in the Arctic zone, including to ensure the safety of navigation on the Northern Sea Route.

Here, at the Severnaya Verf, the serial construction of new frigates is underway. From next year to 2035, it is planned to build a series of corvettes of small and medium displacement.

Small missile and patrol ships are being created at the Zelenodolsk plant in Tatarstan. And at the shipyard in Kerch there are two universal landing ships of a new project and small missile ships for the Black Sea Fleet.

Two large amphibious assault ships are also being built at the Yantar shipyard in Kaliningrad. In the period up to 2035, it is planned to increase this series and release seven more ships.

Three small missile ships for the Baltic Fleet are being completed on the stocks of the Pella plant in the Leningrad Region, and naval minesweepers are being built at the Sredne-Nevsky Shipyard.

In the Far East, in the Khabarovsk Territory, the Amur Shipyard has already placed orders for the production of six corvettes, as well as four small rocket ships. The possibility of building a series of frigates there is also being considered.

Such systematic work will ensure the sustainable development of industry enterprises and their related companies, which means additional investments in the regional economy, new jobs and advanced technologies, including for civil shipbuilding.

We will definitely implement all our plans for the construction of ships, and qualitatively strengthen Russia's maritime power in all strategic directions and in areas of the World Ocean.

In the near future, the frigate Admiral Golovko will join the Northern Fleet, and the small missile ship Naro-Fominsk and the minesweeper Lev Chernavin will serve in the Baltic Fleet, protecting our western borders.

I would like to congratulate the sailors and shipbuilders on today's event, thank the labor collectives of the enterprises for their professionalism and high dedication, and wish the crews of the ships worthy service for the benefit of Russia. And of course, according to the old naval tradition, I wish you seven feet under the keel!

From the bmpd side, we point out that the frigate Admiral Golovko (factory number 923) was laid down at PJSC Shipbuilding Plant Severnaya Verf on February 1, 2012. The construction was initially carried out in accordance with the contract signed in 2011 by the Russian Ministry of Defense with the Northern Shipyard for the construction of four frigates of project 22350 (with factory numbers 923 to 926) and eight corvettes of project 20385 for the Russian Navy by 2020, with the initial contract deadline for the frigate with factory number 923 in 2016 - later contract it has been revised.

The Admiral Golovko frigate was launched on May 22, 2020. The ship entered factory sea trials on November 27, 2022.

Admiral Golovko is the first ship of the 22350 project equipped with a fully Russian-made main power plant consisting of two M55R diesel-gas turbine units (supplier - PJSC ODK-Saturn, Rybinsk). Each M55R unit includes an M90FR gas turbine engine manufactured by ODK-Saturn, a 10D49 diesel engine manufactured by Kolomenskoye Zavod JSC and a RO55 gearbox manufactured by Zvezda PJSC (St. Petersburg). The Russian-made M55R diesel-gas turbine units were loaded onto the Admiral Golovko frigate [...] in December 2020.

The lead frigate of project 22350 Admiral of the Fleet of the Soviet Union Gorshkov (factory number 921), built at the Northern Shipyard, was laid down there on February 1, 2006, launched on October 29, 2010, transferred to the Russian Navy on July 28, 2018 and became part of the Northern Fleet.

The second frigate of project 22350 Admiral of the Kasatonov Fleet (serial number 922) was laid down at the Northern Shipyard on November 26, 2009, launched on December 12, 2014 and entered factory sea trials on December 21, 2018. The ship was commissioned into the Navy on July 21, 2020, and the frigate is also part of the Northern Fleet.

Both of the first ships of project 22350 were equipped with diesel-gas turbine units M55 supplied by the Russian-Ukrainian joint venture CJSC Turborus, created by NPO Saturn and GP NPKG Zorya - Mashproekt (Nikolaev), while GP NPKG Zorya - Mashproekt acted as the actual manufacturer of the M90F gas turbine engine and rotor gearboxes.

Five more frigates of project 22350 are currently under construction at the Northern Shipyard - Admiral of the Fleet of the Soviet Union Isakov (factory number 924, laid down on November 14, 2013), Admiral Amelko (factory number 925) and Admiral Chichagov (factory number 926, both laid down on the same day on April 23, 2019), and "Admiral Yumashev" (factory number 927) and "Admiral Spiridonov" (factory number 928, both laid down on the same day on July 20, 2020). However, none of them have been launched yet.

On August 25, 2020, at the Army 2020 International Military Technical Forum, the Russian Ministry of Defense signed a state contract with the Northern Shipyard for the construction of two more frigates of Project 22350.
