The Leningrad nuclear icebreaker of project 22220 has been laid down

On January 26, 2024, a solemn ceremony of laying the sixth (fifth serial) universal nuclear icebreaker project 22220 (LK-60YA), named Leningrad (building number 05713), took place at JSC Baltiyskiy Zavod in St. Petersburg (as part of JSC United Shipbuilding Corporation - JSC USC). The customer of the icebreaker is FSUE Atomflot. The event was attended by President of the Russian Federation Vladimir Putin, Speaker of the Federation Council Valentina Matvienko, Chairman of the Board of Directors of JSC USC Andrey Kostin, Governor of St. Petersburg Alexander Beglov and head of the state Corporation Rosatom Alexey Likhachev.

President of the Russian Federation Vladimir Putin said in his speech at the groundbreaking ceremony that "today we are taking another step together to strengthen the technological and industrial potential of our country. The powerful modern nuclear icebreaker Leningrad will become the fifth ship in its series. After completion of construction, he will have to work on the routes of the Northern Sea Route, participate in the most important programs for the development and exploration of the Arctic, ensure the delivery of goods, building materials, fuel, and, in general, reliable, sustainable navigation in difficult, hard-to-reach Arctic latitudes."

Vladimir Putin also said that "in 2025 we will lay down another ship, an icebreaker of the same class, and call it Stalingrad.

The Leningrad nuclear icebreaker (construction number 05713) is the first one laid down in accordance with the contract signed on February 2, 2023 by FSUE Atomflot and JSC Baltiyskiy Zavod for the construction of the sixth and seventh (fifth and sixth serial) universal nuclear icebreakers of project 22220 (LK-60YA). The construction and financing of the fifth and sixth serial universal nuclear icebreakers (UAL) will be carried out in a 50-50 ratio from the federal budget and at the expense of FSUE Atomflot. According to the terms of the contract, the commissioning of the fifth serial UAL is scheduled for December 2028, and the sixth for December 2030. As it appears from V. Putin's statement, the second icebreaker under this contract (the sixth serial) will be named Stalingrad.

Earlier, on December 29, 2022, Chairman of the Government of the Russian Federation Mikhail Mishustin signed an order of the Government of the Russian Federation on the implementation of budget investments in 2023-2030 at the expense of budget allocations from the federal budget in the construction of two serial universal nuclear icebreakers of project 22220. The state customer of the construction is the State Atomic Energy Corporation Rosatom, and the developer (customer) is FSUE Atomflot. According to the orders, budget investments at the expense of budget allocations from the federal budget should cover 50% of the planned cost of ships, and another 50% will be made up of funds from FSUE Atomflot.

According to the decree, it is planned to make budget investments in 2023-2030 at the expense of budget allocations from the federal budget in the construction of the fifth and sixth serial (that is, the sixth and seventh in general) universal nuclear icebreakers of project 22220 (LK-60YA) with a capacity of 60 megawatts each, with commissioning in 2028 and 2030. The estimated cost of construction of the fifth serial icebreaker will be 56.612.082 billion rubles, and the sixth serial icebreaker - 61.3446.84 billion rubles. Accordingly, the total amount of budget investments in their construction in the specified period was determined at 58.9783855 billion rubles.

However, in the autumn of 2023, it became known that the cost of building the fifth and sixth serial nuclear icebreakers of the 22220 project could double compared to the contract, and the Russian Government proposes to reduce budget allocations for the construction of these two icebreakers by 3.72 billion rubles in 2024-2026.

Also ru/news/2024/01/26/142608 " target="_blank" rel="nofollow">it is reported that several changes will be made to the electric propulsion system (EDMS) of the fifth and sixth serial nuclear icebreakers of the 22220 project relative to the previously installed EDMS on ships of this series. In particular, it is planned to replace the supplier of rowing electric motors and use another component base when creating power elements of the system, which is associated with sanctions restrictions. In addition, based on the experience of operating existing icebreakers of the 22220 project, a number of changes were made to the design of the electric propulsion system to increase its reliability, increase the life of its elements and ensure additional stability in operation.

Recall that to date, five new generation nuclear icebreakers of Project 22220 (LK-60YA) have already been ordered for FSUE Atomflot, the construction of which is being carried out in St. Petersburg at JSC Baltic Plant. To date, the first three nuclear icebreakers of this project "Arctic", "Siberia" and "Ural" have been commissioned (in 2020-2022), and two more "Yakutia" and "Chukotka" are under construction, which are scheduled to be commissioned in 2024 and 2026.
