On August 30, 2023, in Kaliningrad, the Baltic Shipbuilding Plant Yantar JSC (part of the United Shipbuilding Corporation JSC) hosted the solemn ceremony of the first raising of the Naval Flag on the oceanographic research vessel Evgeny Goriglejan of Project 02670, completed construction (re-equipment) for the Main Directorate of Deep-Sea Research (GUGI) of the Ministry Defense of the Russian Federation.

It is reported that the honorary participants of the ceremony were the commander of the Baltic Fleet, Vice Admiral Vladimir Vorobyov, Head of the State Security Service, Vice Admiral Vladimir Grishechkin, Head of the Federal Security Service of Russia for the Kaliningrad Region, Lieutenant General Pavel Gulyaev, Deputy General Director of JSC "USC" for Production Activities Sergey Lyashenko, Minister of Economic Development, Industry and Trade of the Kaliningrad Region Veronika Lesikova, General Director of the ship designer JSC "CMKB Almaz" (part of USC) Konstantin Golubev, rector of the Cathedral of St. George's Naval Cathedral of the Baltic Fleet Archimandrite Sophrony.
The head of the GUGI, Vice Admiral Vladimir Grishechkin, thanked the staff of the plant for the work done and noted the special contribution to the creation of the vessel of JSC "PSZ "Yantar" and JSC "CMCB "Almaz": "Designers, engineers, workers, crew members have proved their professionalism and high qualifications in practice. The vessel bears the name of the outstanding Soviet and Russian design engineer, chief designer of nuclear submarines Evgeny Alekseevich Goriglejan. I am sure that a vessel with the name of such a well-deserved person will only multiply the glory and power of Russia in the World Ocean."
On the part of bmpd, we recall that the oceanographic research vessel (OIS) "Eugene Goriglejan" of project 02670 has actually been rebuilt by the MB-305 sea tug of project B-92, built in Poland in 1983. The main task of the rebuilt vessel will be "carrying out underwater technical work". The formal laying (in fact, the re-laying) of the vessel "Evgeny Goriglejan" was carried out at the Yantar shipyard on March 19, 2016, while the delivery date was then called 2017. The conversion project was developed by JSC "CMKB "Almaz" (St. Petersburg). The displacement of the vessel after conversion should be 4 thousand tons, length - 81 m, width - 16 m, autonomy - 30 days, crew - 32 people and 25 members of the expedition.
In reality, the work on the ship turned into a long-term construction. In November 2018, work on the ship's re-equipment was suspended, and in October 2019, the ship was launched for the first time without much publicity - apparently in order to free up berths at the Yantar shipyard. It was reported that throughout 2019, negotiations were conducted and issues were resolved with the customer (GUGI) on the further execution of the state contract. The result of these negotiations was the signing on January 31, 2020 of an additional agreement on the extension of the contract, under the terms of which the plant was to transfer the plant to the customer by March 31, 2021.
Work on the Eugene Goriglejan OIS was resumed in February 2020, after which the vessel was again raised to the slipway in the spring of 2020. On December 25, 2020, the vessel "Evgeny Goriglejan" was re-launched and officially launched for completion. Factory sea trials of the vessel were started only in January 2022, and as a result, the tests stretched for more than a year and a half, accompanied by numerous improvements. The acceptance certificate was signed on July 28, 2023.
Probably, the reasons for the protracted construction of the vessel were, among other things, sanctions restrictions on the supply of imported mechanisms and systems for the vessel, which led to the need for import substitution, including the development and manufacture of a domestic complex for ensuring the movement and maneuvering of the vessel by the enterprises of JSC "Zvezdochka Ship Repair Center". It can be assumed that the cost of rebuilding the old Polish tugboat eventually far exceeded the cost of building a new ship.
