VSZ (as part of the USC) was the only participant in the last tender, and, in accordance with the current traditions of domestic shipbuilding, the contract was concluded at a low deadline (delivery of the vessel in December 2024) and a deliberately underestimated cost (10.5 billion rubles, with market participants estimating the real price at 14-14.5 billion rubles). Three icebreakers of the basic project 21900M with a capacity of 18 MW for the North (Vladivostok, Murmansk and Novorossiysk) were also built earlier in 2012-2016 at PJSC Vyborg Shipyard.
In September 2019, the contract for the first of two modified icebreakers of the 21900M2 project was awarded to Pella OJSC (Otradnoye, Leningrad Region), also acting as the only participant who then submitted an application for a tender. At the same time, the actual construction of this icebreaker was carried out at the German Pella enterprise - the Pella Sietas shipyard in Neuenfeld (Hamburg district on the southern bank of the Elbe), where the icebreaker was laid on October 29, 2020. Pella also undertook the construction of an icebreaker at an understated contract price (only 7.54 billion rubles), which caused chronic problems with its construction, and in July 2021, the German company Pella filed for bankruptcy . As can be seen, in 2022 the construction of the icebreaker in Hamburg was finally stopped and its current status is unclear, especially in light of the sanctions imposed against Russia.
The new icebreaker of the 21900M2 project was developed on the basis of the 21900M project and the preliminary design of the icebreaker developed by JSC KB Vimpel at the expense of its own funds of FSUE Rosmorport, taking into account modern international convention requirements, including the reduction of harmful emissions of marine engines. The ice class of the new vessel has been upgraded to Icebreaker7. The icebreaker of the 21900M2 project is a two-deck vessel of unlimited navigation area with two full-turn propeller columns and a thruster, which is equipped with a helipad. Vessels of this project are capable of overcoming ice up to 1.5 meters thick. Its main purpose: independent wiring of large-tonnage vessels, towing of vessels and other floating structures in ice conditions and on clean water, extinguishing fires on floating objects and other structures, assistance to ships in distress, transportation of payloads. .
