The government of the Russian Federation has approved a list of modern technologies that will be used to conclude special investment contracts (SPIC).
The list includes 630 promising technologies from various industries, including (document terminology):
- technology for creating high-speed information processing schemes (including supercomputers);
- production technology of peripheral printing and multifunctional printing and scanning equipment for information and computer technology and systems, including the use of domestic electronic component base;
- production technology of modern high-performance mechatronic and Electromechanical components of robotic complexes (systems);
- technology for assembling and mounting all elements of the electronic component base on a printed circuit Board (for printed circuit boards containing Central processing units);
- technologies for high-precision navigation monitoring of the spatial position of an unmanned aerial vehicle;
- technology of using artificial intelligence for remote detection of human body temperature and its identification using a dual-band video camera;
- technology of complex development and production of radio modules of 5g communication systems with hybrid diagram formation technology based on radiophoton technologies;
- technology for unmanned control of two or more vehicles based on the "follow me" system»;
- technology of production of chips for power electronics based on silicon, etc.
The document contains requirements for the main technical characteristics of industrial products and (or) the method (methods) of their production, as well as information about the potential for the development of modern technology.
Companies planning investment projects in these areas will be able to conclude a contract with the state, which provides for the launch of mass production of modern competitive products.
The state, for its part, guarantees such an investor stable business conditions. In addition, a company participating in the SPIC can count on tax benefits, preferences for public procurement and land lease.
Contracts are concluded for a period of up to 15 years, if the investment in the project does not exceed 50 billion rubles. For a larger amount, the agreement period can be extended to 20 years.
The decision will ensure an influx of investment in industrial production and will contribute to the growth of the competitiveness of the Russian economy, according to the government's website.
Digital technologies as the main factor in the formation of the common economic space of the EAEU

Digital technologies and their implementation are the main factor in the formation of a single economic space and the creation of a single infrastructure. And we need to speed up the transition of our countries ' economies to a new technological order and introduce digit into all sectors, including transport and logistics. Digital platforms in this area have dramatically transformed the global trade message over the past ten years. Digital transport corridors should also be developed on the territory of the Union. They will speed up cargo transportation and increase the revenue of transport and logistics companies.
Digital Commerce also has great prospects. We are already working to promote e-Commerce within the EAEU. We also look forward to signing a Memorandum on the creation of a single postal operator. This initiative was made by the organizer of the Congress – the Eurasian development Bank. This will also be an important step towards barrier-free e-Commerce in the Union countries.
In the development of integration, we cannot stop there. We must act to strengthen our influence in the international arena. And our Association is committed to dialogue with all foreign partners, including the Shanghai cooperation organization. Work is actively underway to link the Union with the Chinese "one belt, one road"initiative. It involves the creation of a system of digital corridors between the five countries and China, the introduction of electronic certification in mutual trade for a number of goods.
