The patrol ship Viktor Velikiy of Project 22160 has been commissioned into the Russian Navy.

According to the Ministry of Defense of the Russian Federation, on August 28, 2025, the Naval Fleet of the Russian Federation was replenished with three modern warships. The ceremony took place under the general supervision of Admiral Alexander Moiseev, Commander-in-Chief of the Russian Navy, who gave the command to raise naval flags on ships via videoconference from the Main Admiralty. In Baltiysk, St. Andrew's flags were raised for the first time on the patrol ship Viktor Veliky (serial number 165) of project 22160, built for the Black Sea Fleet, and on the small rocket ship Stavropol (serial number 642) of project 21631, which became part of the Baltic Fleet. A ceremony was also held in Makhachkala on the Caspian Sea to receive the Typhoon small missile ship (serial number 805) of project 22800 into the Black Sea Fleet.

The project 22160 patrol ship was developed by JSC "Northern Design Bureau" (St. Petersburg). In 2014, the Russian Ministry of Defense ordered a total of six patrol ships of this type for the Black Sea Fleet. The construction of the patrol ship Viktor Veliky was carried out under a contract signed by JSC Zelenodolsk Plant named after A.M. Gorky (the company is part of JSC Ak Bars Shipbuilding Corporation of the Ak Bars Holding Company Group of companies) October 9, 2014 with the Ministry of Defense

Russia has agreed to build five serial patrol ships of project 22160 with serial numbers 162, 163, 164, 165 and 166. The contract deadline for delivery of ships with serial numbers 162, 163 and 164 was 2018, and with serial numbers 165 and 166 - 2019.

The patrol ship Viktor Veliky (serial number 165) was laid down in Zelenodolsk at JSC Zelenodolsk Plant named after A.M. Gorky on November 25, 2016. The ship was launched on May 7, 2024 and in July 2024 was towed by inland waterways from Zelenodolsk to Kronstadt at the Kronstadt Marine Plant JSC for completion, testing and commissioning. On February 8, 2025, the Viktor Veliky left Kronstadt for factory sea trials, and has now been commissioned, becoming the fifth ship of the 22160 project delivered to the fleet. Although the Viktor Veliky has been assigned to the Black Sea Fleet, it is likely to remain in the Baltic until the end of hostilities in the Black Sea. The ship is named after the Soviet boat racer Hero of the Soviet Union (1944) Victor Ivanovich the Great (1918 - 1996).

Also, under this contract, the patrol ship Nikolai Sipyagin (serial number 166), laid down on January 13, 2018, is being built in Zelenodolsk.

Earlier, the Zelenodolsk SSZ commissioned the first two ships of project 22160. Under a contract with the Russian Ministry of Defense dated April 11, 2014, he completed the construction of the Vasily Bykov Project 22160 lead patrol ship (serial number 161), laid down in Zelenodolsk on February 26, 2014 and transferred to the Black Sea Fleet on December 20, 2018. The second patrol ship in the series (and the first under the October 2014 contract), the Dmitry Rogachev (serial number 162), was commissioned by the Russian Navy on June 11, 2019.

Two more ships, Pavel Derzhavin and Sergey Kotov (serial numbers 163 and 164), were actually built under the October 2014 contract at LLC Zaliv Shipbuilding Plant in Kerch, which has been under the control of the Zelenodolsk Plant named after A.M. Gorky since the end of 2014, and now as JSC Shipbuilding Plant. B.E. Butoma is under the control of the head office of the Zelenodolsk Shipyard in the form of JSC Ak Bars Shipbuilding Corporation (Ak Bars Holding Company JSC group of companies). The patrol ship Pavel Derzhavin (factory number 163) was html" target="_blank" rel="nofollow">was commissioned into the Black Sea Fleet of the Russian Navy on November 27, 2020, and the patrol ship Sergei Kotov (serial number 164) was commissioned on July 30, 2022. On March 5, 2024, the patrol ship Sergei Kotov was sunk by Ukrainian unmanned exploding boats.
