As reported by JSC United Shipbuilding Corporation (USC), on May 25, 2023, FSUE Rosatomflot (an enterprise of the Rosatom State Corporation) and JSC Baltic Plant (St. Petersburg, part of USC) signed a contract for the construction of a multifunctional nuclear technological service vessel (MSATO) project 22770.

By an order of the Government of the Russian Federation, JSC "Baltic Plant" was determined to be the sole executor of the state contract for the construction of a multifunctional nuclear technological service vessel (MSATO). It is designed to perform a full range of work on recharging nuclear power plants of existing nuclear icebreakers, as well as the Akademik Lomonosov NPP (and in the future - modernized floating power units).
"A multifunctional nuclear-technical support vessel will ensure the proper functioning of a modern icebreaking group. Financing of its construction is assumed according to the scheme: 50% at the expense of the budget of the Russian Federation, 50% at the expense of the investment program of the State Corporation Rosatom. The construction is planned in accordance with the Development Plan of the Northern Sea Route for the period up to 2035, approved by the decree of the Government of the Russian Federation, the planned completion date is 2029," State Secretary - Deputy Minister of Industry and Trade of the Russian Federation Viktor Yevtukhov stressed in his address.
"The transition to full-life cycle contracts is a modern trend in many industries. Therefore, when building nuclear icebreakers today, we must simultaneously think about how to efficiently and economically carry out their maintenance in 10, 20, 30 years. Starting to build a multifunctional nuclear technological service vessel, we want to ensure the long and safe operation of nuclear icebreakers, PBS and the entire Atomflot in general," said Alexey Rakhmanov, General Director of USC.
"The nuclear technology maintenance vessel of Project 22770 is an important facility for Rosatomflot infrastructure," said Leonid Irlitsa, Acting Director General of FSUE Atomflot. "This vessel will face many tasks: providing operations for recharging the reactors of nuclear icebreakers, storing fresh and spent nuclear fuel."
The MSATO of project 22770 is designed to carry out the following basic technological operations:
- unloading of spent nuclear fuel from reactor installations of serviced vessels;
- loading of fresh nuclear fuel into reactor installations of serviced vessels;
- reception, storage and delivery of liquid radioactive waste generated during the operation of ship reactor installations, as well as during the reloading of nuclear fuel;
- exposure of spent fuel assemblies in order to reduce residual heat emissions;
- loading of aged spent fuel assemblies into shipping containers for transfer to recycling;
- decontamination of removable equipment of ship reactor installations and reloading equipment.

On the part of bmpd, we recall that the Decree of the Government of the Russian Federation No. 4321-r dated December 29, 2022 prescribed the implementation of budget investments in 2023-2029 at the expense of budget allocations from the federal budget in the construction of a head multifunctional nuclear technological service vessel with a period of commissioning in 2029 (capacity to be commissioned, - 9.28 megawatts). The total cost of the vessel is estimated at 24.798475 billion rubles, and the volume of budget investments in its construction in the specified period is 12.3992375 billion rubles.
The new multifunctional nuclear Technological service vessel (MSATO) of project 22770 is intended to replace the currently operating nuclear technological service vessel Imandra of project 1948 (in service since 1980). The development of technical project 22770 was completed by JSC "Iceberg Central Design Bureau" in 2018 within the framework of a state contract concluded with the Ministry of Industry and Trade of Russia worth 489.5 million rubles. In October 2022, FSUE Atomflot issued an additional contract to the Iceberg Central Design Bureau in the amount of 249.998 million rubles for holding by May 31, 2023. adjustments to the technical project 22770 with the aim of "excluding foreign-made equipment from the MSATO, the supply of which is currently discontinued in the Russian Federation."
The management of FSUE Atomflot stated that, taking into account the plans for the construction of floating nuclear power plants, the construction of three MSATOS of project 22770 will be required by 2035.
