The USSR and, subsequently, Russia are unable to build a nuclear aircraft carrier due to a shortage of human and financial capital, explains Brent Eastwood, a columnist for the American publication 19FortyFive.
"Most likely, the best personnel of the Russian defense industry go to the development of missiles, especially hypersonic. The Russian navy has very good frigates with guided missiles, including a new hypersonic sea-based cruise missile," the publication says.
It also notes that "Russians have a problem with long-term budgeting and financing programs." "They may not have a coherent contracting and procurement policy, as well as a regulatory policy that is practiced by both the government and defense contractors," the newspaper writes.
Eastwood concludes that "the US and NATO can only hope that the Russians will never come to an agreement" with each other.
In July 2019, the head of the Bureau of Military-Political Analysis, Alexander Mikhailov, said TASS reports that the creation of a 360-meter nuclear aircraft carrier of the 11430E Manatee project is estimated at half a trillion rubles (eight billion dollars).
At the same time, the head of the Krylov State Scientific Center, Doctor of Technical Sciences Pavel Filippov, said that the creation of a small non-nuclear aircraft carrier would require five years of work and funding in the amount of 200 billion rubles.
