According to the press release, the Voyevoda belongs to vessels of unlimited navigation area and is designed to perform a wide range of rescue operations. In particular, it is capable of transporting, deploying and supplying small-scale search and rescue equipment on the high seas, which significantly expands the operational capabilities of the Maritime Rescue Service in the Baltic region."

The contract for the construction of this vessel was signed by the Ministry of Industry and Trade of Russia in December 2016, and the laying of the Voyevoda was carried out at the Yantar Shipyard on April 21, 2017. According to the terms of the contract, the vessel was supposed to be handed over to the customer in November 2019, but this deadline was repeatedly postponed. The Voyevoda was launched in Kaliningrad only on November 8, 2019, and then completed for another four years, and only on December 13, 2023, the vessel entered factory sea trials . The tests of the "Voivode" were conducted for two more years.
Officially, the vessel of project 23700 is designed to provide emergency rescue operations, as well as transportation and supply of small search and rescue vessels. In fact, as is widely believed, the vessel is actually a yacht for the "first person". The vessel is capable of carrying four boats on board and taking on board two helicopters. The vessel has a displacement of 7,500 tons, a length of 111 m, a width of 24 m, a speed of 22 knots, and a range of 5,000 miles. According to the published documentation of the Yantar shipyard, the ship of project 23700 is equipped with high-comfort rooms, which include eight residential blocks with a bedroom, bathroom and office, a conference room, a passenger cabin with a buffet, and passageways.
