It is reported that on May 7, 2025 in Zelenodolsk at JSC Zelenodolsk Plant named after A.M. Gorky (part of JSC Ak Bars Shipbuilding Corporation of the Ak Bars Holding Company Group of companies) A solemn ceremony was held to lay two Project 21980 anti-sabotage boats (code "Grachonok") for the Navy of the Russian Federation with factory numbers 994 and 995. They became the 14th and 15th boats of the 21980 project, which are being built at the Zelenodolsk SSZ.

These boats are the first two units laid down under the contract for four Project 21980 anti-sabotage boats, signed by JSC Zelenodolsk Plant named after A.M. Gorky with the Ministry of Defense of the Russian Federation at the International Military Technical Forum Army-2024 on August 13, 2024.
Previously, from 2009 to 2022, the Zelenodolsk SSZ handed over to the Russian Navy 13 project 21980 anti-sabotage boats (factory numbers 981 to 993). Five more boats of this type were built for the Navy from 2016 to 2024 at JSC Vimpel Shipbuilding Plant in Rybinsk, and six boats from 2013 to 2020 at JSC Vostochnaya Verf in Vladivostok. The developer of project 21980 is JSC Vimpel Design Bureau.
Four more boats of project 21980 were built in 2019 at JSC Vimpel Shipbuilding Plant for the Federal Service of the National Guard of the Russian Federation (Rosgvardiya) to protect the Crimean Bridge.
Of the 24 Project 21980 boats built for the Russian Navy, six units are each part of the Black Sea and Pacific Fleets, five units are part of the Northern Fleet, four units are part of the Baltic Fleet and three units are part of the Caspian Flotilla.
