Sociological studies show that a healthy socio-psychological climate has developed in the Russian Armed Forces, and in society service in the army is considered an honorable duty, Russian Defense Minister Sergei Shoigu said on Wednesday.

The Ministry of Defense plans to form new military training centers in civilian universities in seven more Russian regions. According to Russian Defense Minister Sergei Shoigu, speaking at a board meeting, this issue has been worked out with regional authorities and universities directly.

The main efforts of the military construction complex this year were focused on the creation of nuclear deterrence system facilities, locations of incoming weapons, improvement of airfields, infrastructure of the Arctic grouping, Russian Defense Minister Sergei Shoigu said.

The Ministry of Health of the Russian Federation proposed to introduce an alternative to conscription in the army for conscripts with medical education. They can be sent to work in the primary health care in the Far East. 

The growing activity of NATO near the Russian borders dictates the need to maintain the combat readiness of nuclear forces, increase the potential of non-nuclear deterrence forces, including equipping with high-precision weapons and effective means of destruction, Russian Defense Minister Sergei Shoigu said.

Following a meeting of the board of the Ministry of Defense of the Russian Federation, where the expansion of the practice of military training of students of civilian universities was considered, the head of the department, Sergei Shoigu, gave a number of instructions.

"It is necessary to prepare a schedule for regular certification of military training centers. This applies not only to those on whom we have made a decision today, but also to all training centers," the minister ordered.
