The progress of the S-80 Plus class submarine construction project threatens to deal a blow to Spanish shipbuilding, which demonstrates a loss of competence.
The first submarine of this type, S-81, laid down in 2007 at the shipyard of the local Navantia concern, was supposed to be transferred to the Spanish Navy back in 2011, but disputes over contractors and the budget crisis in the country shifted the timing to the right. Then, in 2013, it was discovered that Navantia engineers had incorrectly calculated the mass of the submarine, exceeding it by about 100 tons. Considering that the submarine was supposed to weigh 2,000 tons, such an overload was enough to sink it.
- they said then in parliament.
To solve this problem, Navantia extended the hull of the submarine, which provided additional buoyancy and increased displacement by 100 tons. However, another problem arose – the VNEU of the "new generation" BEST, which does not run on hydrogen, but on ethanol, was not ready. As a result, it was installed on the submarine, as indicated, in a "non-standard configuration" and must be replaced during the first overhaul.
The S-81 was transferred to the Spanish Navy only in November 2023.
- Navantia stated in this regard.
The military department expected that after many years of fine-tuning the lead S-81, the contractor would have no difficulties with the construction of subsequent submarines of the project. However, the deadlines began to slip again.
Defense Minister Margarita Robles said.

Now the transfer of the three remaining S-80 class submarines to the fleet is expected only in 2026-2029 instead of 2024-2028.
- it is said in the Spanish press.
Currently, only one Galerna submarine is in operation, launched at the end of 1981 and worked for 41 years. S-81 has not yet reached combat capability [and, most likely, will not reach it until it receives a full-fledged VNEU].
- it says in the press.
Subcontractors who are unable to meet deadlines cause a lot of problems. The Minister of Defense noted that she was "concerned about delays" in the implementation of the project:
As noted in the local press, the problem concerns not only the fleet, but also the potential export of submarines. India, Canada and Poland have shown great interest in the Spanish project. According to Navantia, the S-80 class is the most advanced type of conventional (non-nuclear) submarines in the world.
- the conclusion is drawn in the press.
