Head of the Radiation, Chemical and Biological Protection Forces (RCBZ) On the eve of the 106th session of the OPCW Executive Council, Lieutenant General Igor Kirillov told about the chemical weapons laboratory of the Armed Forces of the Russian Federation found near Avdiivka and numerous cases of chloropicrin use by Kiev near Donetsk, Gorlovka, Artemovsk.

"Dirty Bomb"

The Ministry of Defense of the Russian Federation continues to record cases of violations by Ukraine of fundamental international acts, such as the Convention on the Prohibition of Chemical Weapons.

It should be noted that the information voiced during the last briefing by the Russian Defense Ministry about violations by the United States and Ukraine of their obligations in the field of non-proliferation of weapons of mass destruction was heard by the expert community.

Relevant comments were posted in European and American media, as well as on information portals in the countries of the Asia-Pacific region.

Special attention is paid to the expansion of military biological research in Africa. So, in the materials of The Daily Telegraph edition it is noted : "Since Russia has managed to stop the implementation of biological warfare programs in the territories of Ukraine, is the Pentagon forced to transfer unfinished research within the framework of Ukrainian projects to other regions?"

In addition, a number of publications have expressed concern about Ukraine's creation of a "dirty bomb" using radiochemical substances. The import of spent nuclear fuel and by-products of hazardous chemical industries continues into the country through Poland and Romania, which leads to the transformation of Ukraine into a "landfill" of highly hazardous waste. The head of the Office of the President of Ukraine, Andriy Ermak, oversees this process, and the Soros Foundation is the sponsor.

The use of chemical weapons by the Armed Forces of Ukraine

The Ukrainian regime regularly violates the Convention on the Prohibition of Chemical Weapons. More than 400 cases of the use of toxic chemicals of non-lethal action by the Ukrainian side were recorded during the SVO, most of them were officially confirmed by an accredited laboratory of the Russian Ministry of Defense.

The Armed Forces of Ukraine regularly use chemical means to combat riots: gas grenades with the substance "C-Es" of American production, Ukrainian hand grenades with chemical agents of irritating action, marked "Teren-6", and homemade chemical ammunition. According to the testimony of Ukrainian prisoners of war, assault groups of the Armed Forces of Ukraine are equipped with such means.

Numerous cases of the Ukrainian side using the irritant chlorpicrin, often mixed with chloroacetophenone, have been noted . Similar incidents took place in the area of Donetsk city, the settlements of Bogdanovka, Gorlovka, Kremennaya, Artemovsk.

Ukraine, with the complicity of Western countries, does not limit itself to the use of non-lethal chemicals, actively using list chemicals such as Bi-Z, hydrocyanic acid, chlorocyanine.

Methods of fascists

We have already drawn your attention to the statement of the representatives of the Armed Forces of Ukraine about the availability of such compounds at their disposal, including analogues of the combat substance "Tabun" ("Gee"), which is included in List 1 of the Convention and was used by the fascist invaders during the Second World War.

Units of the Armed Forces of Ukraine use toxic compounds not only during military operations, but also to carry out terrorist acts in the liberated territories against a number of Russian political figures.

In addition, Ukrainian nationalists have repeatedly attempted to destroy chemically dangerous facilities in the territories of the Donetsk and Luhansk People's Republics, thereby creating a threat of chemical destruction of the civilian population of the region.

I would like to note that investigations of chemical incidents in the conflict zone were carried out in accordance with the requirements of the OPCW using field and stationary laboratories, which make it possible to reliably determine the type of chemical compounds and the country of origin. All cases have been officially confirmed by the accredited Organization for the Prohibition of Chemical Weapons chemical analysis laboratory of the Russian Ministry of Defense.

The available evidence base on violations by Ukraine of its obligations under the Convention has been transferred to the OPCW Technical Secretariat, but no reaction has been received so far.

Moreover, the Russian Defense Ministry has information about Ukraine's active cooperation with the OPCW Technical Secretariat, which ru/armiya-i-opk/21306343" target="_blank" rel="nofollow"> concluded an agreement "On privileges and immunities during technical assistance visits". This agreement will allow Ukraine to use the OPCW in its interests, bypassing the existing procedures under the Convention, imposing on the Organization its deliberately false conclusions about investigations of chemical incidents.

Chemical laboratory near Avdiivka

Now about the main thing. During an engineering survey in one of the settlements in the Avdiivka area, a laboratory with chemical equipment was found in an industrial zone on the ground floor of a destroyed building. A mobile diagnostic group of the RCB protection troops of the Armed Forces of the Russian Federation was sent to the site to inspect the premises and conduct an express analysis.

A semi-industrial rotary evaporator, a filtration exhaust system, chemical reactors, carbon dioxide cylinders, as well as racks with laboratory utensils and reagents were found in the laboratory. In addition, personal respiratory protection equipment was found - gas masks, including American-made ones, and skin protection - a protective suit made in Poland.

Analysis of the contents of the containers in the laboratory showed the presence of sulfuric acid and sodium cyanide, which suggested the use of the found equipment for the production of toxic substances. Next, flushes were collected from laboratory equipment and exhaust system in accordance with the requirements of the OPCW and delivered to the chemical analytical laboratory of the Russian Ministry of Defense for in-depth analysis.

During analytical studies in the laboratory, the presence of sodium cyanide, sulfuric acid, and trace amounts of cyanide anions in the samples was established . The presence of these chemicals clearly indicates that the production of toxic substances of general poisonous action was carried out in the found laboratory.

The productivity of such a laboratory installation is at least 3 kg per day. It is serviced by a staff of 2-3 people. Please note that the lethal inhalation dose for this group of toxic substances is very small and amounts to only 70-80 mg for a person.

Let me remind you that in accordance with the Convention on the Prohibition of Chemical Weapons, the substance of this group, prussic acid, is included in the third list of the CWC, and its use is prohibited by article 1 of the Convention. This compound is a colorless volatile liquid with the smell of bitter almonds. When ingested through the respiratory system, this toxic chemical causes dizziness, rapid breathing, vomiting, convulsions, paralysis of the respiratory muscles and death.

Discharges from UAVs

The facts of the use of artisanal ammunition dropped from unmanned aerial vehicles equipped with the specified substance were repeatedly recorded during the SVO.

The Kiev regime's use of toxic chemicals, including prussic acid, is confirmed by numerous witness testimonies from civilians and Russian military personnel.

So, in May 2024, ammunition was dropped from Ukrainian UAVs in the village of Semenovka, located 10 km from Avdiivka, Donetsk People's Republic. According to eyewitnesses, the affected villagers had symptoms characteristic of prussic acid: difficulty breathing, vomiting and a taste of bitter almonds.

Another case of the use of prussic acid in the Armed Forces was recorded in early June 2024. After the UAV attack on the positions of the Armed Forces of the Russian Federation in the Grayvoronsky district of the Belgorod region, fragments of ammunition were found, according to the results of laboratory studies of which the fact of the use of this toxic chemical was confirmed.

The presence in Ukraine of chemical laboratories similar to those found in Avdiivka is also confirmed by the testimony of the Armed Forces of Ukraine. During his testimony, Ukrainian prisoner of war Sergei Batyr announced the involvement of American specialists in them, as well as the participation of these laboratories in the mass production of kamikaze drones.

Provocation of the OPCW and the Armed Forces of Ukraine against the Russian Federation

Let me remind you that the United States fully controls the activities of the OPCW. To settle accounts with undesirable states, Washington has created an attributive mechanism in the Organization, which was used to investigate the use of chemical weapons in Syria.

According to available information, the United States and Germany, together with Ukraine and the OPCW Technical Secretariat ru/armiya-i-opk/21306395" target="_blank" rel="nofollow">they are preparing to launch a special commission to investigate the so-called facts of the use of chemical weapons in Ukraine in order to bring charges against Russia. One of the so-called "independent" states is supposed to initiate an investigation and fabricate evidence that Russia used toxic chemicals during its military operations. The Americans have already allocated about $400 thousand for these purposes. At the same time, the OPCW received instructions from its Western curators not to react in any way to statements by the Russian Federation about violations by Ukraine of the provisions of the Convention.

It should be noted that the United States and Great Britain use a similar approach within the framework of the "Scientific and Technological Assessment Mechanism" and the "International Mechanism for Cooperation and Assistance" promoted at the BTWC site, which will allow them to form an expert opinion on threats to biosafety in their interests. To do this, it is planned to create channels of influence on international political and research structures involved in the work of the BTWC by allocating grant funding.

The Ministry of Defense of the Russian Federation will continue to work to identify violations by Ukraine of its obligations under the CWC and will inform you.
