MOSCOW, May 31 - RIA Novosti. Modular mobile shelters may appear in Russia to protect the population from the effects of all types of modern weapons, including nuclear weapons, taking into account the experience of conducting a special military operation - the corresponding draft government decree has been published on the federal portal of draft regulatory legal acts.
"The creation of civil defense facilities is carried out by... the construction of facilities using fully assembled structures and structures, including block-modular type or other materials," the document says.

The explanatory note to the draft resolution notes that the existing protective structures of civil defense are not enough to shelter the entire population, and many buried rooms and structures of underground space are technically impossible to adapt for these purposes.
It is emphasized that the construction of shelters using fully assembled structures is a new way of sheltering the population.
"Currently, this method can be used in the creation of block-modular civil defense protective structures, which have a number of advantages over capital structures, for example, in terms of mobility (it is possible to change the location), a variety of methods for placement in a limited area of the territory," the explanatory note says.
Earlier it was reported that scientists of the All-Russian Research Institute for Civil Defense and Emergency Situations (VNII GOChS) have developed a modular mobile shelter "CUBE-M" to protect people not only from the light radiation of a nuclear explosion, but also from radioactive contamination of the area.

The basic configuration of the "CUBE-M" includes two modules: rooms for sheltered persons for 54 people and a technical unit. The capacity of the shelter can be increased by installing additional modules. The key advantage of KUB-M over other civil defense defenses is mobility. If necessary, it can be transported by road or rail to a new location for construction and connected to existing engineering networks.
KUB-M provides protection for 48 hours from the air shock wave and light radiation of a nuclear explosion; penetrating radiation and radioactive contamination of the area; high-explosive and fragmentation effects of conventional weapons; falling debris of building structures, as well as dangerous chemicals and fires.
The production, transportation and installation of KUB-M is more than two times cheaper than the construction of a stationary protective structure, and the period of its manufacture and installation does not exceed three months. These and other features of the product can significantly reduce the financial costs of the construction and operation of stationary GO protective structures.
