Almost immediately after the approval by the US Senate of the package of laws on financing foreign aid previously adopted by the House of Representatives of the Congress, including the law on allocating $ 61 billion to help Ukraine, US President Joe Biden signed them on April 24, 2024 and subsequently announced the allocation of a new package of military assistance to Ukraine in the amount of up to $ 1 billion. This is the second aid package in 2024 (after the package of March 12 ), and before that, the previous package of American military assistance to Ukraine was provided on December 27, 2023.

The new package of military assistance was provided by order of the President of the United States within the framework of his administrative powers (Presidential Drawdown of Security Assistance - PDA) and is an operational allocation of property from the presence of the US Department of Defense. This is the 56th presidential package of military assistance to Ukraine under the PDA from August 2021.
It is stated that the new package of military assistance to Ukraine includes:
- additional precision guided missiles for the HIMARS missile system:
- Stinger anti-aircraft missiles;
- old RIM-7 Sea Sparrow naval anti-aircraft guided missiles for use in improvised FrankenSAM anti-aircraft missile systems;
- Old AIM-9M Sidewinder air-to-air guided missiles for use as anti-aircraft in improvised FrankenSAM anti-aircraft missile systems;
- 105 mm artillery rounds;
- 155 mm artillery rounds (including cluster rounds);
- 60 mm mortar shells:
- Javelin anti-tank guided missiles:
- TOW anti-tank guided missiles;
- disposable AT4 hand-held anti-tank grenade launchers;
- high-precision aviation ammunition:
- small arms and ammunition for small arms, including 12.7 mm caliber;
- M2 Bradley infantry fighting vehicles;
- M113 armored personnel carriers;
- wheeled armored vehicles [JLTV or L-ATV];
- wheeled armored vehicles of the MRAP class;
- HMMWV cars;
- trucks;
- car trucks;
- anti-tank mines;
- Claymore anti-personnel mines;
- engineering demolition charges;
- airfield equipment;
- night vision devices;
- spare parts, field equipment, educational equipment, logistics, etc.
As for the number of transferred equipment, it is not disclosed, however, based on a comparison of the updated published lists of the US Department of Defense of the total number of transferred property to Ukraine, a number of observers suggested that this package could include at least 14 M2A2 Bradley BMP, 41 JLTV or L-ATV armored vehicles, 234 armored vehicles of the class MRAP, 1000 HMMWV vehicles, 400 HEMTT repair and evacuation vehicles, 12 trucks and seven 155 mm howitzers (apparently M777).
