"After the failure of the counteroffensive, the enemy is trying to gain a foothold on certain lines and positions," he said, "but has not achieved its goals in any of the directions. Groups of Russian troops continue to push Ukrainian formations in the western direction."

"We will continue to squeeze the enemy out of the occupied lines and reduce its combat capabilities," Sergei Shoigu said.
He then spoke about the course of the spring recruitment campaign, which started on April 1. The Minister noted that it is carried out within the time limits provided for by Russian legislation.
2,646 draft commissions have been formed in all regions of the country. In accordance with the Presidential Decree, 150 thousand people are subject to conscription. Most of them will receive a military accounting specialty in training units and military units and only after that they will go to their duty stations.
Sergei Shoigu stressed that conscripts will not be involved in the special military operation. In turn, military personnel whose conscription period has expired must be dismissed in a timely manner and sent to their place of residence in an organized manner. The Minister drew the special attention of officials to this.
Then Sergei Shoigu proposed to consider the progress of the construction of small missile and patrol ships. "In order to increase the combat potential of the Navy," he said, "we continue to equip it with ships carrying high-precision long–range weapons." In particular, small missile carriers of the Karakurt type. The lead ship of this series, the Cyclone, became part of the Black Sea Fleet and successfully performs its tasks. By the end of the year, the Zelenodolsk Plant named after A.M. Gorky must transfer three more such ships to the sailors.
The company also conducts serial production of patrol ships of the 22160 project. The construction of the fifth of them, the Victor the Great, is in the final stage. It is intended for the Black Sea Fleet.
The Minister proposed to assess at the meeting the fulfillment of the work schedule by the shipbuilding company, and outline steps to optimize it, and then discuss the development of the network of landfills of the Armed Forces and the provision of troops with training facilities. "This area of activity," Sergei Shoigu said, "is one of our priorities. If in 2012 we had no more than 100 polygons, today there are 240. They make it possible to solve the entire range of combat training tasks, including groups of troops in the areas of a special military operation. In particular, the construction of two landfills has been completed in the Luhansk and Donetsk People's Republics. It is planned to equip five more by the end of the year."
Sergei Shoigu noted that the equipment and conditions for the accommodation and work of personnel at the new facilities have been significantly improved.
"We also continue to improve the technical basis of combat training," he said. In 2023, about 600 modern training equipment were delivered to the troops. This year, their range will be expanded. The training network will receive about 200 simulators for training crews of the BMP-2M with the Berezhok combat module, the Terminator tank support vehicle and the T-90M Breakthrough tanks.
Further, the minister proposed during the meeting to identify additional measures to improve the quality of training of troops, according to the Department of Information and Mass Communications of the Ministry of Defense of the Russian Federation.
