The new committee of Soyuzmash of Russia for the development of promising competencies in the field of vocational education, personnel management and social policy has begun its work to strengthen the human resources potential of Oboronki enterprises. The expert structure will consolidate proposals on personnel development for cross-sectoral analysis and subsequent elaboration at the legislative level. The most effective practices will be replicated in defense industry organizations.
Sergey Chemezov, Chairman of the Union of Machine Builders of Russia, CEO of Rostec State Corporation, announced the creation of the committee on October 19, 2023. It will become one of the most important tools in the implementation of industrial policy, allowing us to look for new approaches to the development of high-tech industry and defense industry.
The Committee will focus on addressing specific issues and developing initiatives to train highly qualified workers and engineering professionals. The main focus will be on mechanisms to reduce the personnel deficit at enterprises involved in the implementation of the state defense order, as well as on ensuring the social protection of employees and their family members.
"The proposals of the new expert structure of the Union of Machine Builders of Russia can become the basis for updating the regulatory framework in order to develop Russia's industrial policy, including the development of its staffing. In the current conditions, the personnel direction has acquired a strategically important character, since ensuring defense capability and technical independence largely depend on qualified specialists. Rostec, being the flagship of the defense industry, is following an effective path in solving this problem," said Vladimir Gutenev, First Vice President of the Union of Machine Builders of Russia, Chairman of the State Duma Committee on Industry and Trade of the Russian Federation.
The committee included representatives of Rostec's specialized structural divisions, HR directors of industrial enterprises of the State Corporation, including Shvabe and High-Precision Complexes holdings, OPK JSC, Uralvagonzavod Concern, United Engine Corporation, United Aircraft Corporation. Educational organizations are represented in the new body, including rectors and vice-rectors of such universities as Bauman Moscow State Technical University, RTU MIREA, MAI, Plekhanov Russian University of Economics, KNITU-KAI, MADI, Tula State University, SFU, as well as the leadership of the Rostec Corporate Academy. Representatives of state and municipal authorities, representatives of the business community with significant experience and expertise in the areas of the committee's activities also became its members.
"The joint work of the committee members was carried out for several years before its creation. At the same time, taking into account the tasks of accelerated import substitution, strengthening and development of scientific, industrial and human resources potential of the country, joint initiatives of member organizations of the Union of Machine Builders of Russia require systematic, and often legislative support. The Committee identifies the best practices for the development and convergence of domestic education and industry, positively proven projects and tools within the framework of social policy and forms proposals for consideration by specialized commissions, committees and expert councils under the State Duma of the Russian Federation. For example, the approaches developed and tested by Rostec in the educational field for the training of engineers for the aviation, radioelectronic, IT and biotech industries can increase their effectiveness and be used by other defense industry organizations outside the contour of the State Corporation by updating the standards of training specialists in Russian universities," said the Chairman of the committee, Deputy General Director Corporation, member of the Bureau of the Union of Machine Builders of Russia Nikolay Volobuev.
The subject of discussion at the first meeting of the committee was the social program of the Corporation and PJSC Promsvyazbank "Rostec Square Meters", aimed at providing housing for defense industry workers, as well as measures and tools used by the Corporation to reduce the personnel deficit.
"The integrated approach implemented by the Corporation to solve personnel problems may be of interest to other member organizations of the Union of Machine Builders, we, in turn, consider it necessary to consolidate the positions of members of the professional community and colleagues in the workshop to develop solutions relevant to support our enterprises in conditions of their own and increased obligations under the production program," – Yulia Tsvetkova, Deputy Chairman of the Committee, Director of Personnel Management at Rostec State Corporation, noted.
