According to the developer (JSC "Zelenodolsk Design Bureau") these vessels are designed to "perform complex oceanographic studies of the world ocean and the shelf zone." Designed in accordance with the requirements of the Russian Maritime Register of Shipping, class - KM Ice 3 AUT2. The displacement of the vessel is not less than 4 thousand tons, the length is about 100 m, the width is about 16 m, the height from the main plane, taking into account the superstructure, is about 18.6 m.
The laying of these ships was carried out in accordance with the contract concluded by the Ministry of Defense of the Russian Federation with the Zelenodolsk Plant named after A.M. Gorky in July 2022. This is the second contract for the ships of the 03182p project. Earlier in August 2021, at the International Military-Technical Forum "Army-2021", the Ministry of Defense of the Russian Federation signed a contract with the Zelenodolsk Plant named after A.M. Gorky for the construction of the first two medium reconnaissance ships of the 03182p project, which were laid down at the enterprise on June 12, 2022 under the names "Leonid Bekrenev" and "Boris Bobkov".
Two of the following ships, now laid down, "Mikhail Nefedov" and "Nikolai Zuikov", were named in honor of Captain 1st rank M.A. Nefedov (1899 - 1943), who was in 1938-1939 the head of the Intelligence Directorate of the USSR Navy, and in 1941-1943 the head of the military highway No. 101 (VAD-101) - "Roads of Life" to besieged Leningrad through Lake Ladoga; and Rear Admiral N.I. Zuikov (1900 - 1942), former head of the Intelligence Directorate of the USSR Navy in 1939-1941.
