TSAMTO, July 18. On July 18, Russian Prime Minister Mikhail Mishustin held a videoconference meeting of the Coordinating Council to meet the needs of the Armed Forces of the Russian Federation, other troops, military formations and bodies.

"Good afternoon, dear colleagues!
We continue to work to meet the needs of the Armed Forces. During the period of the Coordinating Council, the output volumes for all positions have been significantly expanded, taking into account the additional needs of the Ministry of Defense.
The production of well-proven samples has been established. Capacities for new products are expanding – based on the experience of the most special military operation. Among them are particularly popular weapons and military equipment, electronic warfare, technical communications, navigation equipment. The component base is being saturated, including within the framework of import substitution processes in microelectronics.
Monitoring the timely execution of the state defense order is one of the most important areas of our council's efforts. Close attention is paid to strict compliance with the deadlines for the implementation of the schedule. At the end of last month, for example, aircraft manufacturers handed over to the Ministry of Defense another batch of new Su-35S aircraft. The following machines are already being manufactured. It is also planned to increase the volume of deliveries of fifth-generation fighters.
Uralvagonzavod has already shipped a planned batch of T-90M "Breakthrough" and T-72B3M tanks. Over the past year, the company has gained a good pace, increased production more than three times. The manufactured armored vehicles are especially in demand when performing their own tasks.
Representatives of the Council's working groups constantly personally visit production sites. This allows you to quickly determine which additional solutions are needed.
Now the adjustment of technological chains is being completed to increase the guarantees of continuity in the supply of individual components, measures are being taken to reduce the accounts receivable of enterprises, which will help them more actively engage in operational activities.
In the very near future, it is necessary to complete the redistribution of workload between the organizations of the military-industrial complex. To increase their production capacities, expand the possibilities of cooperation, as well as additionally help with personnel – both with technical personnel and with specialized specialists.
Another important area of the council's attention is the fortification of the lines of deployment of troops. At all the necessary lines, the equipment of the defense areas is almost complete.
Comprehensive support is provided to citizens whose living quarters have been lost or damaged as a result of shelling. We are also engaged in the restoration of infrastructure facilities, including social and transport.
Yesterday there was a new terrorist attack on the Crimean Bridge. The Government commission is already dealing with the consequences of this incident. Builders are conducting a survey of the state of the infrastructure. It is important to restore the capabilities of this transport artery as quickly as possible. I also ask the members of the Coordinating Council – representatives of law enforcement agencies – to submit proposals on issues that need to be resolved based on the results of the analysis of the causes of the incident.
As for medicine, social support for military personnel. Our defenders are provided with the necessary assistance, including emergency, urgent, specialized. We help with medical rehabilitation, prosthetics. It also provides the supply of the necessary medical equipment and its maintenance, diagnosis, repair.
In addition, on behalf of the President, the Defenders of the Fatherland Foundation began to work. Its branches have been established in all regions of the country.
Despite the sanctions pressure on our economy, the financing of its needs has been carried out in full. This applies to the support of production itself, and to ensuring the activities of the Armed Forces, troops and military formations.
The additional and social payments established by the President to the participants of the operation and their family members should be sent in a timely manner. I would like to draw the attention of all those present in particular: it is important that every planned ruble reaches our defenders.
In terms of production, it is also necessary to ensure that funds are spent as efficiently as possible. The Federal Treasury has organized checks on the use of budgetary resources for measures to conduct a special military operation. According to their results, the total amount of contract price reduction exceeded 10 billion rubles.
During today's meeting, we will also consider how the implementation of previously adopted decisions is going.
I will ask the heads of the Ministry of Defense, the Ministry of Internal Affairs, Rosgvardiya, the FSB to inform you about the provision of subordinate departments. Roman Artyukhin, Head of the Federal Treasury, – to report on the interim results of control measures regarding the expenditure of federal budget funds in terms of ITS. And Dmitry Grigorenko – about the prepared changes to the interdepartmental regulations of interaction in terms of planning, implementation, monitoring and adjustment of targets."
