It follows from the document that during the Soviet period, ships of the Northern Fleet equipped with tactical nuclear weapons regularly went to sea, but such cases have not been known since the Cold War.
According to Norwegian intelligence, the importance of nuclear weapons has "significantly increased for Russia" after the start of a special military operation in Ukraine.
These weapons "pose a particularly serious threat in the options of operations" in which NATO countries may take part, the document notes.
Earlier, Sputnik radio reported that, as noted in the Russian Foreign Ministry, Moscow will take into account the "nuclear modernization" of the United States in Europe.
