On December 29, 2022, the Chairman of the Government of the Russian Federation Mikhail Mishustin signed the orders of the Government of the Russian Federation No. 4321-r and No. 4322-r on the implementation of budget investments in 2023-2030 at the expense of budget allocations of the federal budget in the construction of the main multifunctional vessel of nuclear technological service and two serial universal nuclear icebreakers of project 22220. The state customer for the construction of all three vessels is the State Atomic Energy Corporation Rosatom, and the developer (customer) is FSUE Atomflot. This refers to the construction of a multifunctional nuclear technological service vessel (MSATO) of project 22770, which is intended to replace the currently operating nuclear technological service vessel Imandra of project 1948 (in service since 1980). The development of technical project 22770 was completed by JSC "Iceberg Central Design Bureau" in 2018 within the framework of a state contract concluded with the Ministry of Industry and Trade of Russia worth 489.5 million rubles. In October 2022, FSUE Atomflot issued an additional contract to the Iceberg Central Design Bureau in the amount of 249.998 million rubles for the adjustment of technical project 22770 by May 31, 2023 in order to "exclude foreign-made equipment from the MSATO, the supply of which is currently discontinued in the Russian Federation."
The management of FSUE Atomflot stated that, taking into account the plans for the construction of floating nuclear power plants, the construction of three MSATOS of project 22770 will be required by 2035.
Project 22770 is a new type of vessel capable of operating existing, under construction and promising nuclear icebreakers, naval vessels with a nuclear power plant and floating power units. The vessel must have an unlimited navigation area and will be equipped with a diesel power plant with a total capacity of 9.28 MW.

The MSATO of project 22770 is designed to carry out the following basic technological operations:
- unloading of spent nuclear fuel from reactor installations of serviced vessels;
- loading of fresh nuclear fuel into reactor installations of serviced vessels;
- reception, storage and delivery of liquid radioactive waste generated during the operation of ship reactor installations, as well as during the reloading of nuclear fuel;
- exposure of spent fuel assemblies in order to reduce residual heat;
- loading of aged spent fuel assemblies into shipping containers for transfer to recycling;
- decontamination of removable equipment of ship reactor installations and reloading equipment.
In turn, according to Order No. 4322-r, budget investments are expected to be made in 2023-2030 at the expense of federal budget allocations in the construction of the fifth and sixth serial (that is, the sixth and seventh in general) universal nuclear icebreakers of project 22220 (LK-60YA) with a capacity of 60 megawatts each, with commissioning in 2028 and 2030. The estimated cost of construction of the fifth serial icebreaker will be 56.612082 billion rubles, and the sixth serial icebreaker - 61.3446884 billion rubles. Accordingly, the total amount of budget investments in their construction in the specified period is determined at 58.9783855 billion rubles.
Recall that to date, five nuclear icebreakers of the new generation of Project 22220 (LK-60YA) have already been ordered for FSUE Atomflot, the construction of which is being carried out in St. Petersburg at JSC Baltic Plant (as part of JSC United Shipbuilding Corporation. To date, the first three nuclear icebreakers of this project "Arctic", "Siberia" and "Ural" have been commissioned (in 2020-2022), and two more "Yakutia" and "Chukotka" are under construction, the commissioning of which is planned for 2024 and 2026.
Earlier it was reported that FSUE Atomflot plans to conclude contracts with the Baltic Plant in December 2022 for the construction of the next two nuclear icebreakers of the 22220 project and the main multifunctional vessel of the nuclear technological service of the 22770 project, but so far no contracts have been concluded.
