Putin expressed confidence that all the previously set tasks of the special military operation (SVO) will be successfully completed. In particular, according to the President, the security of Russian citizens, including in the new territories, will be ensured.
The Head of State drew attention to the fact that the combined potential of almost all major NATO countries is against Russia. However, the strength of the Russian army is constantly growing, and the capabilities are being modernized. We are talking about both weapons and personnel. The servicemen of the Russian Federation received a huge combat experience during their military training, which will form the basis for the training of soldiers in the future.
Currently, 150 thousand mobilized people are being trained in training centers, this is a sufficient reserve for conducting an operation, Putin said.
The Head of State paid special attention to the courage and steadfastness of Russian servicemen fighting in the combat zone. He expressed gratitude to the soldiers and officers operating in the SVO zone and training centers.
The President also called for a minute of silence in memory of the fallen.
According to Putin, the conflict with Ukraine is not caused by Russia's policy, but by NATO's desire to disintegrate the Russian world.
"What is happening is, of course, a tragedy, our common tragedy. But it is not the result of our policy... This is the result of the policies of other countries, third countries that have always strived for this," the president said, stressing that the Ukrainian people remain fraternal for Russians.
As Putin clarified, this has led to the fact that Ukraine is not just not fighting nationalists, but also elevating them to the rank of national heroes.
Moreover, Russia's opponents pursue a strategic goal to disintegrate the country from within, to achieve its split, the Russian leader added.
He noted with regret that soon Ukraine will finally exhaust its resources and will exist on the handouts of Western allies, while Russia will continue to increase its military and economic potential. At the same time, the authorities do not intend to act to the detriment of people and the country.

The Head of State gave a number of important instructions, namely, to increase the combat capabilities of the Russian Military Space Forces. As part of this process, Sarmat intercontinental missiles will soon be on combat duty.
In turn, the drones, which are in service with the Russian army, will be integrated into a single network. In accordance with the instructions of the Russian leader, the aircraft will be placed at the disposal of each battalion, company and even platoon. At the same time, access to information coming from drones will be provided for each individual fighter.
"Our industry has all the possibilities. With the best and highest tactical and technical characteristics. <...> In general, we need to work out the expansion of the arsenals of shock weapons," the head of state noted.
The instructions also affected the personnel of the Armed Forces of the Russian Federation. Thus, officers and sergeants who have gained experience during the special operation will be appointed to new positions as a matter of priority.
Considerable attention is paid to the training of new soldiers. To this end, Putin ordered the modernization of the system of military commissariats in the country.
When training new fighters, the tactics of combat by NATO fighters will continue to be taken into account. The Ministry of Defense, together with the General Staff, will take into account the experience gained by Russian troops during further combat training.

He drew attention to the fact that Russian troops have to deal with prohibited methods of confrontation, such as terrorist attacks, contract killings and shelling of civilians with heavy weapons. Speaking about the information campaign of Western countries, the head of the department stated that the foreign press continues to replicate fakes about the course of its activities in an attempt to demoralize Russia and its allies.
Shoigu also recalled the expansion of NATO to the east at the expense of Sweden and Finland and in this regard proposed to create a grouping of troops in the north-west of Russia.
The head of the department, as well as the president, noted the high professionalism of the Russian fighters. He informed that more than 100 thousand people were awarded state awards during his time, of which 120 were awarded the title of Hero of the Russian Federation. Shoigu explained that Russia will continue to carry out the tasks of the special operation in 2023, until all of them are completed. In addition, the goals of Russian military groups remain the preservation of peace and stability in Nagorno-Karabakh and Syria.

Also during the meeting, the head of the military department proposed to change the framework of the military age in the Russian Federation — to increase it from 18 to 21 years, and raise the upper limit to 30 years.
Shoigu also stressed that it is necessary to provide an opportunity, at the request of citizens, to enter military service under a contract or be called up from the first day of joining the service.
The expanded board is attended by the commanders of military districts, types and branches of Russian troops, heads of central military administration bodies and representatives of federal executive authorities. In addition, about 15 thousand officials of the Russian army take part in the meeting in the video-conference mode.
