"As these trends continue to develop, it won't matter how good our operational plan is, or how good our commanders are, or how good our horses are — we just won't have enough of them. And this is the problem of the very near future," the military said.
Richard added that America needs to restore the dynamism and resolute spirit of the 50s and 60s.
"This Ukrainian crisis that we are in right now is just a warm—up," he said, addressing the annual meeting of the Navy Submarine Fleet League in Arlington, Virginia.
"There is much more ahead of us. It won't be long before we will be subjected to such tests that we haven't known for a long time," he said.
Richard, who has been heading the strategic command of Stratcom since November 2019, according to the Pentagon, "is responsible for global command and control of US strategic forces to achieve crucial national security goals."
His job is to provide recommendations to the President and the Secretary of Defense regarding the military capabilities necessary to ensure the security of the United States and achieve its strategic goals.
Richard said that current thinking is outdated, and Russian President Vladimir Putin's nuclear threats show that the US nuclear strategy needs an urgent reassessment.
"We need to make some quick, fundamental changes in the way we approach the defense of our country," he said.
According to Richard, America's rivals, such as China, have made significant strides in military innovation, which poses a threat to the United States.
The admiral said that the only bright spot in the current situation is the underwater potential of America with its nuclear submarine fleet.
Richard served on several submarines, and then commanded the submarine NR-1 — at that time the only nuclear-powered deep-sea submarine of the US Navy.
He was then appointed Director of the Office of Submarine Warfare Operations at the Pentagon and commanded the fleet based in Norfolk, Virginia.
"The possibilities of scuba diving are still the only one... a real asymmetric advantage that we still have against our opponents," Richard said.
"But if we don't pick up the pace in terms of solving maintenance problems and starting the construction of new submarines, we won't be able to put ourselves in an advantageous position to maintain strategic deterrence and national defense," he warned.
Richard, who graduated from the University of Alabama in 1982, said the United States had "lost the art" of responding quickly to new threats.
As he noted, 60 years ago, the American armed forces were more flexible, maneuverable and innovative.
"We used to be able to move quickly, but now we have lost this art," he said. As an example, he cited the invention of the AGM-28 Hound Dog cruise missile, adopted in 1960.
"The Air Force then started with an idea almost written on a napkin," he said.
"At the end of the 50s, they realized that the Soviet integrated air defense systems had reached the point that the B-52 simply would not reach the Soviets, and that we needed a thing called a cruise missile.
The US military was able to deliver the Hound Dog cruise missile to the troops in just 33 months.
"We had two B-52 squadrons equipped with this nuclear missile with a range of 2,000 kilometers, at a speed of Mach 2.5, one megaton nuclear warhead with really good accuracy for its time. We armed our bombers with them in less than three years," Richard said.
"These weapons were so advanced that we could turn on the cruise missile engines on the wings of the bombers to give them extra thrust during takeoff."
"We need to get back to business, not talk about how we're going to mitigate our possible failure," Richard added.
In his opinion, politicians need to "switch to the way we used to ask questions in this country, namely: What is needed for this? What kind of money? What is the human potential? What powers? What is the risk?".
"That's how we got to the moon by 1969. And now we need to return at least part of it," he said. — Otherwise, China will simply surpass us. And Russia is not going anywhere in the near future either."
