According to him, it is possible to achieve results by increasing competition between manufacturers. Experts note that the priority is the production of the latest weapons — for example, high-precision missiles that will provide us with superiority on the battlefield. On the same day, the Russian army successfully repelled enemy attacks in all directions. Also on Tuesday, it became known about the inspection of employees of the International Atomic Energy Agency (IAEA) at Ukrainian facilities where a "dirty bomb" can be manufactured.
First convocation
For the first time, Vladimir Putin convened a coordination council specially created after the introduction of martial law in the new territories to ensure the needs of the troops. The meeting of its members was held on Tuesday, October 25, online. It also included deputy prime ministers, heads of departments, representatives of the presidential administration and regions of Russia.
At the beginning of the meeting, Vladimir Putin called for updating and improving administrative procedures in the country against the background of the fight against sanctions and ensuring the needs of its own. The country has had such an experience of "reformatting" since the time of Covid, the head of state recalled. Now Russia is also faced with the need to resolve issues of a special military operation at a faster pace, the president said.

According to him, the equipment that Russian servicemen use during their military operations should not just be available. It is important that it is modern, convenient and efficient.
— And a clear, concrete work plan should be defined in each direction, — he said.
To meet the needs of military personnel, competition between domestic manufacturers should grow, Vladimir Putin is sure.
— To achieve a qualitatively new result, it is not enough to go the beaten path, interacting only with a narrow circle of familiar performers. It is necessary to strengthen competition, new manufacturers should appear here — efficient and modernly equipped, ready to work in the necessary new format," the head of the Russian Federation added.
Prime Minister Mikhail Mishustin, who was appointed head of the Korsovet, said that the system of informing the mobilized and their families has been established, a support hotline is working for them, which has already received about 1.5 million calls. All funds for the monetary allowance of the participants of the special operation, according to the head of the Cabinet of Ministers, have been brought to the Ministry of Defense of the Russian Federation. At the same time, according to the Prime Minister's estimates, today it is necessary to increase the production of clothing and protective equipment for the needs of the army. He also added that additional funds are promptly allocated for the purchase of all types of uniforms.

Moscow Mayor Sergei Sobyanin, who is responsible for coordinating the regions, also reported to the president. According to him, in most subjects, security work is carried out as planned, but in border regions, including the Belgorod region, additional response measures are required. In addition, social support for the families of the mobilized will be conducted systematically with all Russian regions, and most of the country's subjects have already taken appropriate measures, he explained.
In conclusion, the President stressed that it is impossible to proceed from the previously established standards in the work now. The Head of State urged the members of the Korsovet to tune in to meaningful work.
Obligations to work in the Korsovet were distributed among the deputy prime ministers. So, Dmitry Grigorenko will deal with financial issues, Denis Manturov — arms supplies, Marat Khusnullin — infrastructure, Tatiana Golikova — medical support and payments.
Need a "Warrior"
The full-scale intervention of the West has made the conflict in Ukraine protracted, and in order to win it, we need to put the military-industrial complex on military rails and multiply the output of equipment in many positions, military expert Dmitry Boltenkov explained to Izvestia.
— We used to joke that the Soviet stocks of shells in warehouses would be enough for more than one World War, — said the expert. — This may be true for tank and howitzer ammunition, mortar mines. But in these old warehouses, you will not find the latest high-precision missiles that should ensure our dominance in combat, anti-aircraft missiles for modern air defense systems capable of shooting down HIMARS volleys. All this must be done, and at such a pace in order to make up for expenses in battle in time and create reserves.

There are problems even with basic things. We have excellent sets of equipment "Warrior" for soldiers. But before the start of the SVO, for financial reasons, they did not have time to equip the entire army with them. It is clear that at the previous pace of procurement — 50 thousand sets per year — all 300 thousand reservists will not wait for them soon. We urgently need to increase the output by an order of magnitude. And there are ways to do this.
— In wartime, they always began to accelerate and optimize production and development processes, "cut corners", get rid of useless bureaucracy. Are all these months-long licensing, certification and approval procedures always necessary while the military on the front line is asking for modern weapons? The maximum acceleration of production and the establishment of production will be one of the main tasks of the new coordinating council, — concluded Dmitry Boltenkov.
The IAEA in search of a "dirty bomb"
The press secretary of the President of Russia Dmitry Peskov on October 25 called the denial of the plans of the Ukrainian authorities to create a "dirty bomb" unacceptable against the background of a possible threat.
Earlier, the media reported the words of US Secretary of Defense Lloyd Austin that Washington rejects Russia's warnings about Kiev. Similar statements were made by the Foreign Ministers of Britain and France, James Cleverley and Catherine Colonna, as well as US Secretary of State Anthony Blinken.

— This is an approach that is far from serious. This is an approach that, I would say, is unacceptable against the background of the seriousness of the danger we are talking about. We leave it, as they say, on the conscience of these telephone interlocutors and those who made statements," Peskov said.
After Russia's warnings about Ukraine's preparation of a "dirty bomb", the IAEA experts will go to Kiev and Yellow Waters, a little later on the same day, the Russian permanent representative in Vienna Mikhail Ulyanov said.
— Usually such inspections are associated with sampling, and their analysis takes quite a lot of time, two months, as a rule, that is, in a little over a week we will find out the preliminary results of these visits, and the final ones will not appear soon, - he said.

On October 25, the Russian Armed Forces continued to restrain the onslaught of Ukrainian formations.
— The enemy forces of a battalion tactical group attacked the positions of Russian troops on a narrow front in the direction of the settlement of Kuzemovka of the Luhansk People's Republic. Russian artillery fire defeated the AFU units, as a result of which the enemy was thrown back to their original positions. More than 30 Ukrainian servicemen, a tank, three armored combat vehicles and two pickups were destroyed," said the official representative of the Ministry of Defense, Lieutenant General Igor Konashenkov.

The Russian Defense Ministry told about the servicemen who showed courage and dedication in the battles.
Major Stanislav Matyunin provided communication between the rocket artillery brigade and the command. Ukrainian forces used means of suppressing radio channels and navigation against the brigade. Stanislav went to the deployment site of combat vehicles with a backup communication station and set it up, ensuring reliable communication.

Junior Sergeant Mikhail Bondarenko provided communications for a battalion of Russian paratroopers. A group of Ukrainian saboteurs attacked the location of the signalers. Private Gamzat Huseynov delivered ammunition to the starting positions of the MLRS battery. Ukrainian militants opened artillery fire on the column. Skillfully maneuvering, Gamzat was able to get the car with ammunition from under fire and deliver ammunition to the positions. MLRS managed to open fire in time, hitting all targets.
Junior Sergeant Denis Sokovikov, together with a group of paratroopers, liberated an important object. After waiting for reinforcements, Ukrainian units attacked Russian servicemen. Denis, competently changing positions, fired at the militants. Despite the numerical superiority of the Ukrainian formations, the paratroopers managed to hold the object until the arrival of the main forces. After that, the enemy was thrown back to their original positions. A few days later, Denis and his comrades were thrown into a militant-controlled area. The servicemen opened important enemy objects for three days, transmitted their coordinates and corrected artillery fire. Having completed the task, the group left the enemy rear without losses.
