The Ministry of Economic Development has started collecting opinions and proposals from several dozen ministries, associations, banks, consortia and hardcore organizations on promising methods of state planning in the Russian radio-electronic industry. The Ministry of Economy is interested in their position on the elements of the 1969 Soviet regulation on the Ministry of Electronic Industry, as well as information on the previously applied methodology of the USSR State Planning Committee.
As it became known to CNews, the Ministry of Economic Development has begun to study the mechanisms of in-depth state planning in the radio-electronic industry Russia, including taking into account the experience of the USSR, including the Gosplan system. This follows from the Ministry's letter to a number of interested departments, industry associations, banks and microelectronic enterprises (a copy of the letter is available to CNews). The document is dated March 31, 2022.
Among the 44 addressees of the message are the Ministry of Industry and Trade, the Ministry of Finance, the Ministry of Defense, the Ministry of Finance, Rosatom, Rostec, the Russian Academy of Sciences, the Association of Electronics Developers and Manufacturers (ARPE), the consortia "Domestic Microprocessors and Platforms" and "Computing Machinery", AFK Sistema, KRET, Bauman Moscow State Technical University, Micron, United Shipbuilding Corporation, Roselectronics, etc.
It follows from the text of the letter that the Department of Budget Planning, state Programs and National Projects of the Ministry of Economic Development expects assistance from these organizations in carrying out an analysis of the use of individual state mechanisms in order to systematically stimulate the development of the radio-electronic industry and the volume of production of Russian radio electronics.
In particular, officials of the Ministry of Economic Development are interested in the position regarding the provisions of the Resolution of the Council of Ministers of the USSR of June 4, 1969 No. 414 "On approval of the regulations on the Ministry of Electronic Industry".
"What norms stipulated by the regulation can be applied at the present time (taking into account their adaptation) for synchronous ("end—to-end") development of electronics in the context of using the state planning mechanism," the Ministry of Economic Development asks.
Among these norms, the Ministry separately points out the implementation of a unified technical policy in the industry prescribed in the resolution of the USSR Council of Ministers, the introduction of the latest achievements of science and technology and best practices and the provision of high technical and economic indicators of production, the study of the developing needs of the national economy in new types of products of the industry and the creation of progressive electronic products.
Also among those who attracted attention The Ministry of Economic Development of the norms of the Soviet decree is to ensure the further development of specialization and cooperation of production based on the implementation of broad unification, standardization and normalization of parts, assemblies and aggregates, the introduction of advanced technological processes and the use of modern high—performance equipment.
In addition to the analysis of the resolution The Council of Ministers of the USSR and the Ministry of Economic Development are interested in "proposals on the expediency of making changes to certain strategic planning documents to stimulate the pace of production and acquisition by customers (consumers) of Russian radio-electronic products."
Also, officials of the Ministry ask to send them "information (if available) on the previously used methodology of the USSR State Planning Committee for the systematic ("end-to-end") development of the electronic industry"
Finally, representatives of the Ministry of Economic Development suggest that departments and industry organizations provide them with a list of speakers on the issues under consideration to speak at a meeting of the Expert Council on the Development of Electronic and Radio-Electronic Industry under the State Duma Committee on Industry and Trade.
The Ministry of Economic Development will collect responses from the recipients of the letter until April 25, 2022.
Having asked for explanations to the representatives of the mailing list of the Ministry of Economic Development, CNews found out that most of them have not received the letter yet. This applies, for example, to the Ministry of Finance, which in this regard is not ready to comment on the document now.
"We believe that in the current conditions, an active role of the state in the development of microelectronics, including elements of state planning, is necessary," said the CEO of the consortium "Domestic Microprocessors and Platforms", Deputy General Director for Marketing of MCST (developer of the Elbrus processor line) in a conversation with CNews Konstantin Trushkin. — We are studying the proposals of the Ministry of Economic Development."
Planning is necessary, but not in the form of a State Plan, — says the executive director of ARPE Ivan Pokrovsky. "We need not only planning, but also coordination of plans between different departments." In Pokrovsky's understanding, planning without coordination will lead to managerial collapse.
"It is impossible to return to the Soviet cutting of ministries, as this will increase the problem of interdepartmental barriers," he adds. — The management structure should be not only holistic, but also flexible. You can leave the administration of regular processes to ministries; development planning requires other people and another organization. Planning is indicative, not rigid, management is functional (by tasks), not administrative."
"Given the limited number of personnel and investment resources, the breadth of the range of tasks, the interconnectedness of these tasks, limited time, the depth of lag behind the leading countries in the industry, in my opinion, state planning is not only useful, but also necessary," the director of Promobit (manufacturer of servers and storage systems on "Elbrus") Maxim Koposov.
At the same time, from his point of view, the real effectiveness will significantly depend on the degree of elaboration of the plan. "It is very important that the plan be holistic, consistent, and aimed at achieving the goals and interests of the country, and not individual companies or consortia," he adds.
The USSR State Planning Committee should be understood as the State Planning Committee The Council of Ministers of the USSR, which was a state agency that carried out the general planning of the development of the national economy of the USSR and control over the implementation of national economy plans. This body operated in the period from 1923 to 1991 .
The main content of the work of the USSR State Planning Committee is the development of a unified national economic plan, methods and procedure for its implementation, as well as consideration and coordination with this plan of production programs and planning assumptions of various departments and regional organizations.
The successor of Gosplan after the disappearance of the USSR was the Ministry of Economic Development of Russia.
