Prime Minister Mikhail Mishustin on Sunday approved the plan of legislative activity of the government for 2021 – one of the six blocks of the plan is focused on digitalization and scientific and technical development, it includes three documents.
Other blocks, such as "creating conditions for economic growth" and "improving the quality of public administration" also contain "digital" regulatory projects.
The plan includes the development and submission to the State Duma in 2021 of the following documents:
- On Amendments to the Federal Law "On the Development of Agriculture "(regarding the creation and operation of the information system of digital services of the agro-industrial complex of the Ministry of Agriculture of the Russian Federation);
- On Amendments to the Federal Law " On Protection of Competition "(in terms of Improving the antimonopoly legislation in accordance with the Requirements of the digital economy);
- On Amendments to the Federal Law "On Enforcement Proceedings" and the Federal Law " On Personal Data "(regarding the use of electronic documents in the enforcement of enforcement documents and the implementation of electronic interaction with persons Participating in enforcement proceedings);
- On amendments to certain legislative acts of the Russian Federation in order to regulate relations arising from the conclusion using information and telecommunications network "Internet" contracts of carriage of passengers by motor transport on request for purposes not related to business activities;
- On Amendments to the Federal Law "On the State Information System of Housing and Communal Services" (in terms of expanding the circle of persons who are granted the right of access to information contained in the State information system of Housing and Communal Services);
- About modification of articles 33 and 34 of the Air code of the Russian Federation (regarding assignment to the accounting unmanned civil aircraft of accounting identification marks and determination of the order of drawing of such signs);
- On Amendments to the Federal Law "On Science and State Scientific and Technical Policy "(in terms of giving the Government of the Russian Federation the authority to form and maintain a register of final recipients of state support for Innovation activities);
- On Amendments to Article 26 of the Federal Law " On Archival Affairs in the Russian Federation "(in terms of giving Rosarkhiv the authority to create and operate an information system for remote use of archival documents);
- About modification of the Labor Code of the Russian Federation (regarding transition to electronic personnel document flow);
- About remote sensing of the Earth from space.
