According to spotters, in December 2020, flight tests of the Tu-214PU aircraft built at the Kazan Aviation Plant (KAZ) named after S. P. Gorbunov (a branch of PJSC Tupolev) (factory number 44912033, serial number 533, registration number RA-64533) were started in Kazan. Presumably, this is the third and final special purpose aircraft-the control point of the Tu-214PU, manufactured under the 2017 contract for three aircraft of this type for the Federal State Budgetary Institution " Special Flight Detachment (SLO) "Russia" of the Office of the President of the Russian Federation.

The first Tu-214PU aircraft built at KAZ, and the first under the 2017 contract for the SLO (factory number 44811031, serial number 531, registration number RA-64531), made its first flight in Kazan on December 28, 2018 and was transferred to the SLO in the summer of 2019. The second T-214PU aircraft under this contract (factory number 44912032, serial number 532, registration number RA-64532) made its first flight on June 19, 2020, however, as of the end of December, it remained in Kazan, and it is unclear whether it was still transferred to the SLO. Thus, the aircraft with the registration number RA-64533, which began flight tests in Kazan in December, became the second Tu-214 built at KAZ in 2020.
Recall that in March 2017, the published decisions of the Board of Directors (Supervisory Board) of PJSC United Aircraft Corporation (UAC) contained information on the approval of contracts between UAC and Rostec State Corporation for the supply of three Tu-214 aircraft with factory numbers 44811031 (serial number 531), 44912032 (serial number 532) and 44912033 (serial number 533). At that time, all three Tu-214 aircraft with the specified factory numbers were at the Kazan Aviation Plant in the initial stage of construction.
Later it became known that these three aircraft are being completed in the configuration of the Tu-214PU for the SLO "Russia". The basis for the construction of these three Tu-214 aircraft for SLO "Russia" was the Decree of the Government of the Russian Federation No. 1387 of December 17, 2016, the agreement No. UD-1401d of December 27, 2016 on the provision of subsidies between the Office of the President of the Russian Federation and Rostec, the agreement of May 2, 2017 between Rostec and UAC and the agreement of May 31, 2017 between UAC and Tupolev. Thus, the Rostec Group acts as the formal head customer of these three Tu-214PU aircraft from the UAC (head contractor)for their subsequent delivery to the Office of the President of the Russian Federation.
To date, SLO "Russia" already has 15 Tu-214 aircraft of various modifications and four Tu-204 aircraft.
In total, to date, 33 Tu-214 aircraft have been built in this way at the Kazan Aviation Plant, and the total number of Tu-204/Tu-214 family vehicles built in the USSR and Russia since 1989, together with prototypes, amounted to 87 units.
