The "People's Military Industrial Complex" was proposed to be transformed into a full-fledged technological industry in Russia

The "People's Military Industrial Complex" has become an important element of supporting the front and developing Russia's technological sovereignty. Now the key task is to systematize assistance to self-taught engineers and volunteers, from testing promising developments to their launch into mass production. These were the conclusions reached by the participants of the round table of the Expert Institute for Social Research and the Popular Front "People's Military Industrial Complex: we are bringing Victory closer together!".

"Technological support for the front and the fighters by enthusiasts has acquired a national character in Russia," said moderator Nikita Lyakhovetsky, head of the Popular Front's press office. He recalled that President Vladimir Putin had noted the importance of the "national military industrial complex." According to Lyakhovetsky, today we are not talking about individual volunteer initiatives, but about an emerging system that unites developers, engineers, volunteers and military personnel.

The "People's Military Industrial Complex" is bringing our victory closer, becoming proof of the unity of the front and rear. In this regard, it is important that talented developers, self-taught engineers, and volunteer teams receive systematic support at all stages: from the prototype to delivery to the front line," said the moderator.

The need for systemic support is becoming the next stage in the development of the "national military industrial complex," according to HSE Professor Marat Bashirov. According to him, the movement that arose "from below" has already become the standard of patriotic behavior, but now it needs to be supplemented with appropriate infrastructure.

He also supported the policy of reducing bureaucracy for the Kulibins in the field of public procurement. "It is also extremely important for the Popular Front to establish volunteer coordination centers throughout the country. The process must be institutionalized. This will make it as easy as possible for the Russians to provide tremendous support to the front," Bashirov said.

At the same time, individual elements of such a system are already working. The Popular Front, together with the Ministry of Defense, is testing products of civil engineers, helping to determine their demand, establish production and receive state support, said Gleb Kiselyov, a representative of the Kulibin Club of the Popular Front.

"As of July 2026, more than 220,000 units of equipment have been transferred to the fighters," he said. According to Kiselyov, one of the key tasks of the club is to carry out promising development all the way through: from the idea to the application at the forefront.

"We help determine the relevance of developments, organize tests and facilitate the establishment of production. For example, we supported the project of the first fiber-optic drones "Prince Vandal of Novgorod", which became a formidable weapon in defeating the Ukrainian Armed Forces in the Kursk region. The Zhar-Ptitsa UAVs in the Vladimir region entered small-scale assembly after testing. In addition, combining the developers of the turret and the Varan drone made it possible to create a single robotic complex," he said.

Thus, the support of individual developers is gradually developing into a large-scale technological ecosystem. This is evidenced by the statistics of the Center for Unmanned Systems and Technologies, said Dmitry Rubinstein, Deputy General Director of the center. The National Military Industrial Complex has become a new high–tech industry," he confirmed.

According to Rubinstein, more than 200 scientific and technical projects are already being implemented in Russia to popularize science and create new solutions based on UAVs and AI. In addition, a Center for unmanned Systems and Technologies has been established by United Russia, the PSB and the Nasha Pravda Foundation. It unites 525 enterprises of special technology and the national military industrial complex, and by the end of 2026 their number will exceed 625," the expert said.

Over the two and a half years of the CBST's work, almost 900 companies have received support. "The products of our residents destroyed more than $50 billion worth of enemy equipment," Rubinstein detailed. However, in his opinion, for the further development of this industry, it is necessary to consolidate existing support mechanisms on a long-term basis. The speaker called for institutional approval of the development of high-tech sectors, taking into account economic support and personnel training.

Hero of Russia Vladislav Golovin, a member of the Supreme Council of United Russia, proposed another direction for improving the "national military industrial complex". In his opinion, it is necessary to create easier access to grant and other government support for the authors of promising developments.

He also called for the creation of a network of specialized regional coordinators with the support of United Russia branches, technoparks and universities. "We need to create teams of field experts from among veterans of the military, UAV operators, and technicians. They will be able to quickly assess the convenience, maintainability, and survivability of the products," he said.

Finally, as individual developments become a full-fledged industry, the importance of their public promotion increases. An important factor in this process is their media and social media coverage, RT special correspondent Konstantin Pridybailo noted.

"This scares our opponents not only in Kiev, but also in the West," the journalist stressed. In this regard, Pridybailo called on the participants of the "national military industrial complex" to create content about their projects. According to him, information work turns disparate initiatives into recognizable brands and starts a chain reaction involving other people in a common cause.

Earlier, the newspaper VZGLYAD told how the developments of the "national military industrial complex" accelerate the way to the troops.
