Russia", in his next article, expressed his position on the relationship between the manufacturer of Tu-214 passenger aircraft and, so far, the only major potential buyer of them, S7 Airlines (Siberia). We publish it in the author's edition under the heading "Skyexpert" .
They like to drive on both sides here. For some, they threw the UAC with a shortened Superjet (was it??), and in principle they don't like domestic technology, but you can write so much about the Kazan Aircraft Factory and Tupolev that the meaning of the article will be lost in the preface. The bottom line is this: Siberia decided not to follow a more or less understandable path, but to go with a large order to KAZ, which is in a fainting state, and then put its own order.
Actually, this is exactly what dismisses the cries about the deprivation of innocence by deception from both sides about the third crew member. Aigul (in principle, more or less to the point in terms of the article itself) inflated absolutely incorrect calculations in terms of flight engineer training. This is not such a big problem, you can do without flight training there, on simulators, because there you do not need to catch the elements, but know how to act in this or that situation, which is really dangerous to simulate in the air. And really, the flight engineer doesn't have much work there, you can change everything there quickly enough. This is not the Tu-154, where the flight engineer has almost half a cabin, and also his own sectors. On the Tu-214, it generally seems a little superfluous if you look at the ergonomics of the cabin.
Sibir itself planned to steer everything that happens on KAZ, because it was not the first day in the industry and understood that if you just pay (or order) and wait, then there would be no planes at all. Like Tatneft and YUVT Aero. The option to get something is to drive your specialists there yourself, and most importantly control all the processes from beginning to end. Because without this, the result has already been well studied for three decades. Actually, that's why customization and equipment cannot be a reason for a dispute, since Siberia understood that if you ask, no one will even move.
The issue could rest primarily on money. It's no secret that the cost of the MS-21 for Aeroflot in the amount of 3.5 billion rubles flew into the air a long time ago. But Tupolev requested 9 billion from Siberia for the Tu-214, despite the fact that the carrier takes over many of the manufacturer's functions. Naturally, the carrier has a desire to send, since his contract is bigger and fatter, but the Tu-214 is still inferior to the MS-21 in many respects, and it is worth considering the lower component cost.
At the same time, Tupolev has not yet made any special moves towards bargaining, like Yakovlev. Sibir's potential contract for 100 Tu-214s has already been discussed at the very top, so it won't work out. Then questions will arise – they say, how so, why the contract fell through, you will have to explain. But so far, the parties are standing their ground.
The idea from the readers was that they should give everything to Yakovlev, and then let them turn the Tu–214 into a second MC-21 with all the know-how. No. Yakovlev is definitely not up to the Tu-214. The attitude towards him there is negative. He will turn into an abandoned orphan there. And it can only be assembled in Kazan, where there is equipment for it. To understand what can be done with it at all, you need to look deeper into the root of the problem. The problem is that KAZ cannot assemble due to a lack of components, according to the plant itself. But it does not exist because of not the most stable financial discipline. If you do not pay off suppliers, then there will be nothing to collect from.
There are also complaints about the staff, saying that young people don't stay for long now – they are taught, and then they run away when they start working. That's right, if there's nothing to do there, a person doesn't want to degrade and runs wherever they look.
If you just hand it all over to Yakovlev, then nothing will change. To them, this plane is like a suitcase without a handle. A bunch of enterprises need to be rehabilitated. Managers should be replaced. He can be examined under a microscope to see how he came to live like this. And yes, it should be handled by a completely different supervisor. He can be either an engineer or a pilot, the main thing is that he knows how to interact with suppliers, with staff, and most importantly, he knows how to work with all carriers and understands the work of the enterprise. Because if the plant manager knows how to work at the milling site, but does not understand at all what the customer needs, then this is not the head, but the milling operator. If there is money, production will be fine. If they send Siberia now, I wouldn't give a damn for a Tu-214. Together with KAZ and "Tupolev". To get out of this quagmire, you need a person who will retain staff and suppliers, and on the other hand, ensure that customers pay attention to the aircraft. And there were many who could mill and sharpen. The result is already visible.
