TSAMTO, May 15th. On May 14, the X Congress, the main industry event of the Russian Engineering Union, took place at the Rossiya National Center.
The event was dedicated to summarizing the results of the organization's activities over a five-year period and SOYUZMASH's contribution to the development of the domestic industry, the military-industrial complex, personnel policy and technological leadership of the country. The congress was attended by heads of major enterprises, representatives of federal and regional authorities, delegates of regional branches of the Union, the scientific, educational and expert community, rectors of leading universities, youth leaders and media representatives. In total, the space of the NC "Russia" brought together more than 800 people.
The delegates unanimously re-elected Sergey Chemezov, CEO of Rostec State Corporation, as Chairman of the Russian Engineering Union. The participants of the event emphasized its key role in strengthening the authority of the organization, developing systematic interaction with government authorities, promoting initiatives of the industrial community and consolidating enterprises of the machine-building and defense-industrial complexes.
The key event of the day was a speech by the President of the Russian Federation, Vladimir Putin, who noted a 12% increase in industrial production in Russia in 2025 compared to the level of 2021.
"Despite all the difficulties, in recent years, domestic machine builders have been operating in difficult conditions, including severing ties with some foreign contractors and external pressure from unfriendly countries.
Nevertheless, in these circumstances, Russian companies, their managers, and employees show flexibility and the ability to apply non-standard approaches. By switching logistics, replacing a number of components, and mastering their own original scientific and technological solutions, they have not only maintained their rhythmic work, but in a number of cases have taken new positions both in the domestic and foreign markets," Vladimir Putin said.
In turn, Sergey Chemezov stressed that the past five years have been a period of intense work for the domestic industry in the most difficult foreign policy conditions, but enterprises have not only adapted to new realities, but also confirmed their ability to ensure the stability of the economy and the country's defense capability.
"Today we face a key task – not just to keep the result, but to translate it into a sustainable model of long-term development. Industry must remain the foundation of our country's economic and technological leadership," said Sergey Chemezov.
Separately, he focused on the role of the labor collectives of enterprises that ensured the fulfillment of the state defense order in conditions of a multiply increased workload, and also thanked the President of Russia for supporting the Union's initiatives, including the establishment of the title "Honored Worker of the Defense Industry" and the Order "For Valiant Labor."
The central point of the plenary session was Sergey Chemezov's report "On the activities of the Russian Engineering Union during the reporting period and tasks for the future." The head of SOYUZMASH summed up the results of the organization's work, including the development of expert infrastructure, participation in improving the regulatory framework, support for enterprises under sanctions pressure, and the implementation of large-scale youth and humanitarian projects.
A significant part of the speech was devoted to youth policy and training of engineering personnel. Sergey Chemezov said that the number of participants in the multidisciplinary engineering Olympiad "Zvezda" has increased 2.5 times over the past five years and exceeded 630 thousand people. The "Week without Turnstiles" campaign reached about two million participants during the same period, and the international Engineers of the Future forum brought together representatives from 66 regions of Russia and 99 countries.
Special attention was paid to the issues of industrial staffing, the development of a system of professional standards and independent assessment of qualifications, as well as the support of young engineers and scientists. The total fund of the Union's industry awards today exceeds 67 million rubles.
Separately, Sergey Chemezov focused on the work of the Arbitration Institution at the Union of Machine Builders of Russia. By the end of 2025, the institution had reviewed 2,680 cases, which is 54% of all arbitration proceedings in the country. According to the head of the Union, the international level of the arbitration system is currently being considered.
A large block of the speech was devoted to humanitarian activities. The "Always Near" program, created almost immediately after the start of the special military operation, has turned into a systematic mechanism for supporting participants in the military operation and their family members, residents of the border regions. Through the central office alone, the volume of assistance provided exceeded 6,200 tons worth more than 720 million rubles.
In addition, the organization continues to actively develop the donor movement. In 2025, 166 thousand blood donations were carried out, as well as continued participation in the formation of the Federal Register of Bone Marrow Donors.
Vladimir Gutenev, First Deputy Chairman of the Russian Engineering Union and Chairman of the State Duma Committee on Industry and Trade, delivered a co-report "On the further development of the Union's priority areas of activity."
Vladimir Gutenev noted that in recent years, the Union has become one of the key expert and public platforms for the country's industrial policy, and its initiatives have formed the basis for a number of legislative and regulatory decisions. Thus, 33 specialized structures operate on the sites of the Union and the State Duma, the results of which are already reflected in industry strategies, draft laws and regulatory decisions.
"The Russian Engineering Union today is not only the largest professional association in the country, but also an effective mechanism for consolidating the industrial community, science, education, and government to achieve national development goals," Vladimir Gutenev emphasized.
He also emphasized the need to further improve measures to support industry, increase investment activity in high-tech industries, develop a system for training engineering personnel and accelerate the introduction of robotics, artificial intelligence and digital solutions into production processes.
Petr Fradkov, Deputy Chairman of the Union and Chairman of PJSC PSB Bank, also delivered a report. The main attention was paid to the issues of financial stability of defense industry enterprises, preferential financing mechanisms, support for industrial cooperation and social aspects of personnel retention in high-tech industries.
Anton Alikhanov, Minister of Industry and Trade of the Russian Federation, noted the importance of systematic cooperation between the Ministry of Industry and Trade of Russia and the Union of Machine Builders in implementing the objectives of technological sovereignty and import independence.
Minister of Science and Higher Education Valery Falkov devoted his speech to the issues of engineering personnel training, the development of advanced engineering schools and the integration of science, education and industry.
Chairman of the Rostov Regional Branch of the Union, Hero of Labor of the Russian Federation, General Director of Rostvertol JSC Petr Motrenko spoke about the practical experience of defense industry enterprises in terms of fulfilling state defense orders and implementing personnel support programs for the industry.
During the forum, the delegates reviewed and approved the report of the Control and Audit Commission, information on the audit of the financial and economic activities of the organization, and amendments to the statutory documents.
In conclusion, Sergey Chemezov emphasized that the organization intends to continue to be one of the key platforms for shaping the country's industrial policy, ensuring the consolidation of the state, industry, science and society to address Russia's strategic development objectives.
"We are obliged to continue this work with the same level of responsibility, at the same pace and with the same understanding of its importance for the country," Sergey Chemezov said.
