Sergey Chemezov, CEO of Rostec State Corporation, reported to the President on the results of the company's work for 2025, the fulfillment of the state defense order, the development of civil aviation and the automotive industry. Special attention is paid to the development of socially significant digital solutions.

Vladimir Putin: Good afternoon!
Sergey Viktorovich, you have summed up the results of the company's work over the past year. Let's start with that.
Sergey Chemezov: Yes.
Our year has ended, and I would like to sum up the results. In 2025, the cycle of the previous ten-year Strategy [development for the period up to 2025] ended. In general, we can say that we have successfully completed it. The presentation shows that revenue has quadrupled in 10 years, with a growth rate of 14.8 percent since 2015.
Civilian products also grew – by the end of 2021, we reached 45.5 percent. This was the highest indicator. But then, unfortunately, this indicator began to fall. Why? Because the state defense order has begun to grow significantly, and in relative terms, the revenue of civilian products has decreased, although in absolute terms it continues to grow every year.
In 2025, we approved a new Strategy until 2036, which is closely linked to national priorities in the field of economic development. We take into account changes in external conditions. The corporation has identified a set of its key goals: This is the full and timely execution of the state defense order, the growth of exports and the preservation of leading positions in the ranking of military-technical cooperation, and, of course, the growth of civilian products. Social indicators, as well as digitalization and robotization of production, have not been left out of the focus of attention.
Vladimir Putin: What about robotics, what changes are there?
S.Chemezov: We are constantly acquiring new, modern robotic machines and training our specialists to work on these machines. In general, this increases our labor productivity.
Vladimir Putin: How much has it increased?
Sergey Chemezov: It has increased by 20.2 percent compared to last year.
Vladimir Putin: Come on?
Sergey Chemezov: Yes.
Vladimir Putin: Labor productivity?
Sergey Chemezov: Yes, including due to the fact that we used robotic machines, modern machines.
Vladimir Putin: This is a good result. Are you sure it's 20 percent?
Sergey Chemezov: Yes, 6.2 million rubles is the output per employee compared to last year: it was 5.18 [million rubles].
Our revenue, as I have already said, has increased by 25 percent and today stands at 4.5 trillion [rubles], or even more. The number increased by four percent.
Today, 727,000 people work at the enterprise. We have become the largest employers, the second after Russian Railways. Wages are rising. Today [it is] 123.4 thousand [rubles], the salary has increased by 15 percent compared to last year. As I have already said, our production has increased by 20 percent.
We are working with the Ministry of Defense. We are working to reduce costs and improve productivity. I showed you the numbers. Our revenue for civilian products has grown: today [it is] 1 trillion 120 [billion rubles].
Vladimir Putin: It is very good. Under the conditions of ITS implementation, the growth in the production of civilian products is very good.
Sergey Chemezov: It is clear that we are defense enterprises after all, and our main task is to fulfill the state defense order and do everything to bring our victory closer.
Our state defense order is at a fairly high level – 99.5 percent, and we are 100 percent fulfilling the most demanded samples.
As for new products, what have we done in the last year? In 2025, we began supplying the troops with a new 300-millimeter multiple launch rocket system, Sarma. Its main advantage is the combat power, mobility and, most importantly, the security of the crew, because the cabin in which the crew is located is armored. It only takes three minutes to get out and prepare to fire, and three minutes too [to] leave the position. It's very mobile. It takes only 18 seconds to fire a full salvo.
Of course, we are also working on drones. Last year, a new drone was created.
Vladimir Putin: A barrage, right?
Sergey Chemezov: Yes, barrage ammunition. And the new X-winged Scalpel drone is very maneuverable and allows you to hit any vulnerable spot from any angle.
Barrage ammunition. We made new Kub-2 and Kub-10 – this is our Kalashnikov concern. They have a longer flight range and a more powerful warhead.
Finally, we would also like to mention our aviators and aircraft manufacturers. The volume of production of combat aircraft has doubled since 2022. In particular, in 2025, the UEC and the UAC began flight tests of the Su-57 with a new modern engine. It is very good, it allows for supersonic flight without afterburner and has an increased resource, that is, it makes it possible to make a longer number of flights without repair.
A few words about civil aviation. First of all, last year, for the first time, we launched two import-substituted light helicopters at once: the twin-engine Ansat and the single-engine Mi-34. Both helicopters are equipped with our modern Russian VK-650V engines.
The Ansat is one of our main helicopters, which is used by the National Air Ambulance Service. During the import substitution, we replaced not only the engine, but also the electronics, control system, and fuselage structure. Today it is made of carbon fiber.
We expect to start serial deliveries in 2027. We are currently completing all test certification flights.
For the Mi-34: we made this lightweight single-engine helicopter to replace imported helicopters such as Robinson and Bell. Today, about 680 cars are in operation in Russia, but all owners of these cars face the problem of repair and spare parts supply. And now we have made the Mi-34. The Ministry of Industry and Trade supported us, and we successfully launched it.
Certification tests for the Mi-171A3 offshore helicopter have been completed. This is a machine that is very necessary for our oil and gas workers. And this year we are starting mass production, and all the certifications have already been completed.
Now we supply Gazprom with the first ones and then…
Vladimir Putin: The new Ansat has a higher speed and carrying capacity.
Sergey Chemezov: Yes. Firstly, it is lighter, primarily used as an air ambulance.
Vladimir Putin: Yes.
S.Chemezov: As for civilian aircraft, significant changes have been made to the type certificate for the Tu-214 aircraft. This document allows the aircraft to be operated with new Russian systems. In particular, import substitution: avionics and a system for preventing collisions with other vessels and approaches from the ground have been replaced.
Until today, these systems have been manufactured by only one American company. Today, we can manufacture these systems ourselves.
Vladimir Putin: We need to ensure that the parameters originally stated are respected.
Sergey Chemezov: Yes, we are trying to get closer to this. It's easy if you start from scratch.…
Vladimir Putin: I understand.
S. Chemezov: ...It takes time to bring it to mind.
Vladimir Putin: We should still strive for this.
Sergey Chemezov: We strive, of course.
It turned out to be a very good car, the IL-114–300. We are already almost completing the test flights, all certification flights. We hope to receive a certificate this year. The plane has already flown abroad, to Kazakhstan, to India, and to the Emirates. The aircraft turned out to be very good – to replace the AN-24 and AN-26. These planes are already outdated, there are no spare parts, and repairs are practically not carried out. Therefore, we need to launch as quickly as possible. There are 66 passengers, slightly more even than on the "An".
Vladimir Putin: And when is this possible?
Sergey Chemezov: Starting next year, even this year, the first cars will be delivered.
Vladimir Putin: Very well.
Sergey Chemezov: According to MS-21, a third of the certification flights have been completed. I hope that in the first quarter of next year we will complete and start mass-producing cars next year.
For Superjets: 80 percent of all flights have been completed, and we plan to receive certification this year. We will start mass production next year. By 2030, we plan to produce the MC-21 – 36 machines, the Superjet – 20 machines and the IL-114 – 12 machines.
Along with aircraft, we are engaged in passenger transport, including the production of motor vehicles. In particular, in 2025, KAMAZ released a low-floor trolleybus with an autonomous range of 30 kilometers, that is, it can move both by wire and with the help of an electric motor.
Large-class A5 generation electric bus with a higher-capacity traction battery, produced in Russia. By the way, Rosatom makes batteries, very good batteries, 110 kilometers of autonomous driving.
A contract has already been signed with Moscow for the supply of 700 such electric buses until 2027. Today in Moscow you can see a lot of them, they have been riding for many years, 2,300 electric buses.
Vladimir Putin: 85 passengers?
Sergey Chemezov: Yes.
In addition, since 2023, we have launched drones – the unmanned KamAZ, which is successfully operating along the M-11 highway, Moscow – St. Petersburg, and they have already traveled about six million kilometers along the Central Ring Road and transported about 732 thousand cubic meters of cargo. Not a single accident or violation was recorded.
Vladimir Putin: Yes, I know.
Sergey Chemezov: A very good novelty of our AvtoVAZ has appeared – the Azimut crossover.
Vladimir Putin: Lada?
Sergey Chemezov: Lada, yes. 70,000 of them will be produced per year. I am sure that such cars will change the attitude, including consumers, towards our domestic automotive industry in a positive way.
A few words about digital systems, our developments that make people's lives more comfortable and safer. In particular, on your instructions, we have launched the Electronic Passport system. At the moment, it has already issued more than 15 million electronic passports for cars. In this electronic passport, the entire life of the car is displayed from the moment of its production, if it is a foreign car, then crossing the border, paying recycling fees, changing ownership – in general, the whole life up to disposal is in this electronic passport. And you don't need to bring up any archives somewhere, just this card is enough, all the information is there.
Vladimir Putin: It's convenient.
Sergey Chemezov: And it is convenient for people, because they can carry out the purchase and sale process using these passports. That is, you do not need to run around the traffic police, register, and so on.
Our Shvabe holding company, commissioned by the Moscow Traffic Management Center, services the operation of the capital's intelligent transport system. These are more than 66,000 traffic lights, five thousand surveillance cameras and almost four thousand transport detectors – this is a video device that records the number, type of cars and speed.
Our subsidiary, NtechLab, is engaged in the development of a video analytics system based on artificial intelligence. The technology has already been tested in more than 70 regions of Russia. They help law enforcement agencies to find any criminal or missing people in a fairly short time. As an example, in 2025 alone, about 120 missing children were found using this system in the Novosibirsk region.
Vladimir Putin: There is already a benefit, that's good.
Sergey Chemezov: Yes.
And another system that I want to talk about is the "Honest Sign". This is one of our key tasks that you have set for the Government, which is to whitewash the economy.
Honest Sign is already solving this problem, and today the labeling system covers 51 product groups: from medicines, dairy products, drinking water, children's goods, household chemicals [to] light industry and so on. The project affects the retail network and, importantly, the e-commerce segment, which has long remained convenient for the gray market.
As a result, illegal trafficking has tripled from 26 percent to 9 percent. There is also an economic effect. Thanks to labeling, the budget received 1 trillion 700 billion rubles of additional revenue to the budget. And the legal business received one trillion [rubles] of income.
Vladimir Putin: This is a very important job. But there is definitely something to work on here. We need to improve this system.
Sergey Chemezov: By the way, if the product is overdue, it does not break through, the cashier does not let it through. And [the number of] expired products, dairy products, decreased 199 times.
Vladimir Putin: That's great.
S.Chemezov: And the water is 550 times.
