It was reported that on June 5, 2025, in Navashino, Nizhny Novgorod region, JSC Okskaya Shipyard hosted a solemn ceremony of laying the foundation stone for the Russian Navy of the small marine tanker Rear Admiral Khaliullin with serial number 2402, the second vessel of the new project 23630 (code "Umba"). The ceremony was attended by Rear Admiral Ilyas Shigapov, Head of the Shipbuilding Department of the Main Command of the Russian Navy.

The vessel is being built under a contract issued by the Ministry of Defense of the Russian Federation in 2022 to Okskaya Shipyard JSC for the construction of two tankers of Project 23630 for the Russian Navy. Initially, the laying of both vessels was planned to be carried out in Navashino in 2023. In fact, the lead tanker Argun with the serial number 2401 was laid down there on April 18, 2024, and the second tanker Rear Admiral Khaliullin is only now.
The second vessel was named in honor of Rear Admiral Yuri Khaliullin, Doctor of Sciences (1943-2022), a mechanical engineer who at various times served as head of the Leningrad Higher Naval Engineering College named after V. I. Lenin and head of the Naval Engineering Institute.
The developer of the 23630 small marine tanker project is JSC KB Vimpel (Nizhny Novgorod), which in 2020 received a contract from the Russian Ministry of Defense worth 2 billion rubles for the Umba design Bureau for its design.The tanker of the 23630 project has a total displacement of more than 4,700 tons with a length of 86 m, a width of 14 m and a draft of 5 m at full load. The lifting capacity is 2,000 tons. The tanker is capable of floating in ice and can be used to refuel ships and vessels at sea, on the roadstead and at the pier with fuel and fresh water. The full speed is 12 knots, the cruising range is 2500 miles, and the autonomy is 30 days. The ship's crew is 29 people, with the possibility of additional accommodation for an anti-terror group of 8 people.
In recent years, the Oka Shipyard has handed over to the Russian Navy two Sapsan and Ioann Kronshtadtsky project 21270 (both in 2017) and two large hydrographic boats Alexander Makorta (in 2020) and Anatoly Knyazev (in 2022) project 19920. In December 2023, another large hydrographic boat "Alexander Motrokhov" (serial number 3708) of the 19920 project was laid down at the shipyard for the Russian Navy.
