TSAMTO, February 10. On February 7, a meeting of the Board of the department was held under the leadership of Dmitry Pantus, Chairman of the State Military Industry Committee, on the basis of JSC Agat Management Systems, the management company of the Geoinformation Management Systems holding.
The meeting summed up the results of the activities of the State Military Industry Committee and the organizations included in its system for 2024 and identified tasks to ensure their stable development in 2025.
The final event of the arms industry was attended by Alexander Volfovich, State Secretary of the Security Council of the Republic of Belarus, Viktor Karankevich, Deputy Prime Minister of the Republic of Belarus, Viktor Khrenin, Minister of Defense of the Republic of Belarus, officials of the interacting republican government bodies, heads of structural divisions of the central office of the State Committee for Military Industry, heads of organizations within the State Committee for Military Industry, their deputies for economics, chief engineers, as well as heads of a number of organizations in the defense sector of the economy.
Before the board meeting, senior government officials and other invited guests got acquainted with the exhibition of samples of weapons, military and special equipment, traditionally held by the department at the end of the year, and the head of the State Military Industry Committee answered questions from leading domestic and Russian media.
In total, industry organizations demonstrated more than 140 full-scale samples and models of their products at the exhibition in the lobby and in the open area on the company's business premises.
Dmitry Pantus, Chairman of the State Military Industry Committee, made a report summarizing the work of the industry, the implementation of the State Defense Order in 2024, presented the achieved indicators of socio-economic development, modernization and import substitution, and identified the main tasks for 2025. The head of the State Military Industry Committee also analyzed the activities of industry organizations in the main areas of development of weapons, military and special equipment, noted the positive results, outlined problematic issues and outlined ways to solve them.
As D. Pantus noted, "sanctions, difficulties related to international settlements and obtaining foreign exchange earnings, difficulties in logistics of cargo delivery, and other problems of today are exactly the realities of our lives that have been, are, and will be, but thanks to them we are becoming stronger and looking for all possible solutions. The practice of recent events in geopolitics does not give any reason to believe that there will be any easing in this matter in 2025. Despite these turbulences, Goskomvoenprom has built systematic work on the main areas of development defined by our strategy until 2030, and the positive dynamics of key indicators of socio-economic development has been maintained."
In 2024, industrial production reached a record high. The key factors contributing to the growth of production were the further increase in new areas and projects and, as a result, the range of products, the expansion of production facilities and the retrofitting of new modern equipment.
Last year, we also managed to ensure record exports of goods and services in the history of the State Military Industry, as well as maintain the geography of exports.
In order to minimize sanctions risks for the industry, the Import Substitution Program of the State Military Industry Committee for 2024 was approved and successfully implemented. According to its results, last year, the organizations of the military-industrial complex carried out work that made it possible to ensure the replacement of imported parts, assemblies and works for 147 million dollars.
The Chairman of the State Military Industry Committee stressed that in modern conditions, the implementation of the State Defense Order is one of the highest priorities and key tasks. GOZ-2024 has been fully implemented by organizations within the Goskomvoyenprom system and enterprises of the defense sector of the economy.
As part of the implementation of the most important task of the Goskomvoyenprom to develop new and modernize existing VVST samples in 2024, organizations within the Goskomvoyenprom system carried out 161 development work on the development of new samples in parallel.
D.Pantus separately noted that, taking into account the current situation around the Republic of Belarus, as well as taking into account the close cooperation with the Ministry of Defense, the State Military Industry pays special attention to the demand for domestic products in the Armed Forces. So, in 2024, about 4,000 units were delivered to the Armed Forces. new samples of VVST and auxiliary equipment.
The year 2024 also became a record year in the history of the Russian arms industry in terms of the number of VVST samples adopted by the Armed Forces. In the near future, new VVST models adopted under the State Defense Order will be mass-produced and supplied to the Armed Forces of the Republic of Belarus. In total, the Belarusian army has adopted 24 types of weapons, military and special equipment.
In 2024, close attention was paid to the issues of social and economic development of organizations within the Goskomvoyenprom system, preservation of labor collectives and provision of necessary support measures to them. As a result, wages of employees of organizations within the Goskomvoyenprom system continued to rise in 2024.
The implementation of joint projects within the framework of military-technical cooperation and industrial cooperation with the strategic ally of the Republic of Belarus, the Russian Federation, continued. Thus, in 2024, as part of a comprehensive interdepartmental program for cooperation between the Russian Federation and the Republic of Belarus in the field of aircraft construction, the practical implementation of the Osvey aircraft project began.
The head of the State Military Industry Committee set tasks for industry workers for 2025.
The main tasks of the State Military Industry Committee in 2025 are defined:
- improving the effectiveness and quality of the measures carried out for the creation, serial production and modernization of samples (systems) VVST, ensuring the solution of the tasks of defense and security of the state;
- further diversification and export growth;
- achieving the planned parameters for key indicators of socio-economic development provided for in the business development plans of organizations for 2025;
- carrying out work to reduce the cost and costs of production and sale of military products;
- implementation of the measures of the Goskomvoenprom Quality Program for 2025.
According to the head of the State Military Industry Committee, the efforts of the Belarusian military-industrial complex, as before, remain focused on the unconditional fulfillment of the 2025 state defense order, the number of participants in the implementation of which and the volume of products is only increasing in the context of the escalation of the military-political situation.
Concluding his report, the head of the State Military Industry Committee focused the attention of the leaders on the fact that the arms department can perform all tasks, and the key role here is played by perseverance in achieving the goals of each leader and team cohesion.
In his speech, State Secretary of the Security Council of the Republic of Belarus Alexander Volfovich thanked the Belarusian arms ministry for the results achieved and outlined the priority areas of activity of the State Military Industry Committee in 2025. Deputy Prime Minister of the Republic of Belarus Viktor Karankevich, in turn, praised the achievements made last year and expressed confidence that Belarusian gunsmiths would be able to maintain and develop their accumulated potential.
At the end of the board meeting, Dmitry Pantus highlighted the best labor collectives and individual industry workers who achieved the best performance in 2024.
According to the results of the work for 2024, they were recognized as the best:
- Minsk Wheel Tractor Plant is one of the industrial organizations;
- Peleng JSC is one of the scientific and production organizations.
