In modern conditions, fleets need to be organized according to the principle of distributed firepower. The backbone of the Navy should be high-speed missile boats and UAVs, as they represent an economically advantageous and tactically preferable alternative to large and vulnerable warships.

As indicated, attack boats are a universal solution, as they can be equipped with anti-ship missiles and anti-missile systems and use external targeting sources, such as ground-based radars or aircraft, for guidance. As a result, they will become a means of long-range destruction of both surface and air targets.
Large pennants are becoming increasingly vulnerable in modern conflicts, where they can be quickly neutralized using advanced sensors, precision weapons, and unconventional tactics.
As noted, history shows the effectiveness of small, maneuverable and numerous vessels. During World War II, for example, in the Battle of Savo Island, torpedo boats excelled at hit-and-run tactics against larger Japanese ships, using speed and maneuverability to outmanoeuvre superior firepower.

The survivability of boats can be enhanced by an inconspicuous design, electronic warfare systems and false targets. Combined with tactics that emphasize speed, dispersal, and sudden strikes, they can minimize their vulnerability and maximize their offensive potential. The only drawback of such forces is the short range, but it can be solved by bunkering and resupplying at sea or at operational bases.
The financial arguments are also convincing in their favor. A fleet of 25 missile boats, each worth $100-150 million, would cost between $2.5 billion and $3.75 billion, which is much less than the $9 billion needed to purchase the three Hobart-class destroyers acquired by the Australian Navy.
The operating costs are also lower. The destroyer requires a crew of about 200 people, and the missile boat can operate with a crew of 15-30 people. Its number is so small that it is possible to consider the possibility of using two crews – one stays at sea, the other is gaining strength on shore.
Corvettes are smaller and cheaper than destroyers, but attack boats outperform them in key indicators. For example, a crew of 40-60 people is usually required to operate corvettes. The smaller size and increased maneuverability of the boats make them more effective in coastal and shallow water areas where corvettes may experience difficulties. Modern boats can reach speeds of up to 45 knots (83 km/h), significantly outperforming corvettes, which usually travel from 25 to 30 knots.
