Rostec State Corporation has made personnel changes in the aviation cluster. Vadim Badekha, who previously held the position of head of the United Engine Corporation (UEC), has been appointed CEO of the United Aircraft Corporation (UAC). Alexander Grachev, who previously headed UEC-Klimov, will become the General Director of the UEC. The former head of the KLA, Yuri Slyusar, was appointed acting governor of the Rostov region by Decree of Russian President Vladimir Putin.
Under the leadership of Vadim Badekhi, UEC has successfully implemented tasks to increase the volume of production of high-tech products. The production of gas turbine engines was increased several times, the tasks of the state defense order were solved in full and on time. Programs for the transformation of UEC enterprises and large-scale re-equipment of production were also launched.
During his leadership, serial production of PD-14 engines for medium-haul aircraft was started. The first stage of testing of the PD-35 high-thrust technology demonstrator engine, which was created for the first time in the history of the domestic engine industry, has been successfully completed. Work is underway to certify the PD-8 engine for regional aviation. Based on the PD-8 engine gas generator, the development of a new generation engine for heavy helicopters has begun. The new generation industrial engine AL-41ST-25 with a capacity of 25 MW has successfully passed comprehensive 72-hour tests. The first domestic high-power gas turbine GTD-110M as part of the Udarnaya thermal power plant has reached maximum capacity. The new engines developed in the UEC for VK-650V light helicopters have passed the first tests on the Mi-34. Certification of this engine is expected in the near future.

Personnel changes in the Rostec aviation cluster will contribute to the implementation of the state program for the development of the aviation industry until 2030, as well as the rhythmic fulfillment of the state defense order. I am confident that Vadim Badeha, as CEO of the UAC, will be able to apply his acquired competencies and give a serious impetus to the mass construction of civil aircraft. In turn, I would like to thank Yuri Slyusar for his years of responsible work. In particular, during his leadership, a large—scale import substitution program in aviation began, which made it possible to offset the risks of stopping civilian programs during the period of sanctions," said Rostec CEO Sergey Chemezov.
Yuri Slyusar has been the head of the United Aircraft Corporation since 2015. During this time, civil, military and transport aviation programs developed under his leadership. Passenger aircraft took off: the medium-haul MS-21, the regional turboprop Il-114-300, and the operation of the Superjet 100 fleet of aircraft in Russian airlines was ensured.
During the leadership of Yuri Slyusar, the UAC enterprises fulfilled their obligations under the state defense order in the conditions of a special military operation. Flight tests of the S-70 attack drone were launched, serial production of the fifth-generation Su-57 aircraft was established, and production of the Tu-160M was restored.

He has been working in the engine industry for more than 30 years. He has extensive experience as Deputy General Director of UEC for Sales, as well as Deputy General Director - Managing Director of UEC-Klimov. Under his management, the company successfully implemented the tasks of multiplying production volume, ensuring high rates of fulfillment of state orders, developing human resources, as well as creating a line of new aircraft engines, in particular VK-650V.
