The head of the State Corporation addressed the Federation Council as part of the "government hour"
Rostec CEO Sergey Chemezov made a presentation at the Federation Council during the Government Hour. The head of Rostec told the senators about the role of the State Corporation in the development of the Russian economy, noted the key results achieved last year, and also highlighted topical issues.
"Rostec State Corporation is the largest industrial company in Russia. It unites over 800 scientific and industrial organizations in 62 regions of the country. Currently, the Corporation has more than 660 thousand employees. Our key task is to ensure Russia's sovereignty in the field of technology. At an accelerated pace, we are overcoming the gaps that have arisen after the departure of foreign companies, creating domestic analogues and replacing products needed by the state, various sectors of the economy and, of course, our citizens," said Sergey Chemezov.
The outgoing year, according to the head of Rostec, is characterized by the rise of the domestic industry, which grew by 4.5% in January—August compared to the same period last year. Manufacturing industries showed even greater growth — 8.1%. The revenue of the State Corporation, according to preliminary data, will exceed 3 trillion rubles.
Such indicators are due to serious support from the state and a significantly increased state defense order. At the same time, the high-tech industry sector is the driver of development.
Sergey Chemezov dwelled in more detail on the activities of the State Corporation in the field of arms production and fulfillment of the state defense order. Thus, almost 80% of the weapons and military equipment involved in the SVO zone are produced at Rostec enterprises, and the state defense order is fulfilled by 99.5%.
"In 2023, we delivered new production aircraft, helicopters, tanks, artillery reconnaissance systems and other types of military equipment. The production of new samples has been mastered, including heavy flamethrower systems TOS-2, engineering systems for remote mining "Agriculture", self-propelled artillery guns "Malva", guided projectiles "Krasnopol-M2", aviation guided missiles for X—UAV drones," said Sergey Chemezov, adding that special attention is paid to the production of robotics, electronic warfare systems and precision weapons.
In addition, in 2023, the production of ammunition increased tenfold compared to the previous year, artillery rounds increased more than sixfold, and melee weapons increased 14fold.
During the meeting, Sergey Chemezov reported on the increase in the production of drones. Only one of Rostec's holdings produced almost four times as many in 2023 as in 2022. By the end of 2024, it is planned to increase supplies by another three times. "In just five months, we have launched the serial production of Supercam drones. They are already being actively used in the SVO zone. Another of our "hits" is the Kalashnikov KUB attack drone. This complex is also being supplied commercially today and has proven itself very well," said the head of Rostec.
In addition to the production of defense products, the State Corporation faces a strategic task — to increase the share of civilian goods in total production to 50% by 2025.
Thus, Sergey Chemezov highlighted the work on the development of a digital labeling system and traceability of goods. Thanks to this project, the growth of the legal market volume in some industries amounted to 30-50%, and additional budget revenues, from the launch of the system until the end of 2023, reached almost 800 billion rubles. The project is being implemented in all countries of the Eurasian Economic Union, as well as in the Republic of Uzbekistan.
Another civilian area, the development of which the State Corporation attaches paramount importance, is environmental safety. "The corporation was one of the first industrial companies to move from discussions to business. Since 2018, our company RT-Invest has become the largest investor in the waste management industry in the Moscow region and Tatarstan. The total volume of investments in the creation of infrastructure amounted to more than 220 billion rubles. In five years, the company has built and launched four waste recycling complexes with a capacity of 3.3 million tons of waste per year, and opened the largest network of fandomats for receiving secondary resources," explained Sergey Chemezov.
In addition, five waste energy recycling plants are currently under construction (four in the Moscow Region and one in Kazan). This will reduce the volume of waste disposal in the Moscow region by 50% and achieve a zero level of disposal in Kazan.
Ensuring transport accessibility is an equally important area for Rostec. Currently, the State Corporation's enterprises are preparing for the production of Russian MC-21, SJ-100, Tu-214, Il-114 aircraft, mass production of Mi-171A3 and Mi-38 helicopters has been organized, and work is underway on an upgraded version of Ansat.
"In modern conditions, no single country in the world has the technology to create an aircraft independently, and its own production of aviation electronics and avionics, engines, systems and airframe assemblies has not been fully (simultaneously) implemented. The President has set us the task of solving this problem, and we will certainly solve it," Sergey Chemezov is sure.
In addition, the head of Rostec noted the production of economical and environmentally friendly KAMAZ electric buses, successfully operating in many Russian cities; the beginning of industrial production of the LADA e-Largus electric car, as well as the serial production of the LADA Aura business class sedan, which was officially launched by Vladimir Putin.
Sergey Chemezov called the launch of the high-power gas turbine engine GTD-110M into mass production a serious success. The first such domestic turbine was commissioned in October this year as part of the Udarnaya thermal power plant in the Krasnodar Territory. Three more GTD-110M turbines will be manufactured and delivered for the modernization of the Novocherkassk GRES.
Separately, the CEO of Rostec focused on the medical developments of the State Corporation. "Our portfolio includes more than 150 registered products for various areas of medicine and about 220 pharmaceuticals for treatment and prevention," he stressed.
One of the priorities for the State Corporation in this direction is the supply of vaccines and toxoids for the National Calendar of Preventive vaccinations. The list of supplies for 2024 includes 20 vaccines against 9 infections. Shipments of vaccines are proceeding as planned. So, already in August, by the start of the vaccination campaign, the holding "Natsibio" of Rostec State Corporation delivered 21.2 million doses of influenza vaccines to the Russian regions. The drugs were delivered to medical institutions ahead of schedule. In total, more than 70 million doses of flu vaccines will be delivered.
In addition, the Corporation has developed several unique polymer materials for the pharmaceutical industry, for example, for fast and point-to-point drug delivery. "In Russia, they are produced by the only manufacturer — our Research Institute of Polymers named after Academician Kargin. This is a worthy replacement for imported materials, which are still being bought by domestic companies due to inertia. We are ready to fully replace these products with imports, we have all the possibilities for this," Sergey Chemezov said.
The head of the State Corporation spoke in more detail about the personnel issue, which he considers strategic for achieving the technological sovereignty of the Russian Federation.
To date, according to Sergey Chemezov, the shortage of personnel only at Rostec enterprises fulfilling the state defense order is about 30 thousand people. At the same time, taking into account the growing production volumes, the need for workers is steadily increasing.
"In order to attract qualified specialists, it is necessary to develop training at all levels of the educational system (school-college-university). Currently, with the participation of the Corporation's organizations, about 200 engineering classes have been created throughout the country. The Corporation's organizations have become partners of 36 educational and industrial clusters for the training of specialists in working professions. More than 500 million rubles have been allocated for these purposes within the framework of the Federal project "Professionalism". About 730 million rubles in 2023 and more than 1 billion rubles in 2024 were invested in the development of Advanced Engineering schools in 18 universities," he said.
Sergey Chemezov also expressed confidence in the need for legislative improvement of approaches to targeted training and strengthening the role of the employer in the selection of applicants. In his opinion, it is also necessary to increase the involvement of regional authorities in the processes of vocational guidance for schoolchildren and retention of graduates of technical universities in their regions.
In addition, Sergey Chemezov took the initiative to declare 2025 the Year of the Engineer to attract attention to this profession.
In conclusion, the head of Rostec stressed that the Russian industry, and above all the State Corporation, is actively involved in solving all state tasks.
"Despite all the challenges, Rostec is confident about the future. Our enterprises participate in the work of almost all sectors of the economy, in the implementation of national projects, and in the formation of the country's technological sovereignty. Of course, we will do everything possible to achieve all the goals set for Rostec," Sergey Chemezov summed up.
