TSAMTO, October 14th. At a meeting of the Bureau of the Union of Machine Builders of Russia and the League for Assistance to Defense Enterprises, they discussed modern challenges and new mechanisms in the interests of industrial and technological development of the country.
The event was attended by Sergey Chemezov, Chairman of the Russian Engineering Union, Head of Rostec State Corporation, Vladimir Gutenev, First Vice President of the Union, head of the League, Alexey Dyumin, Vice President of the Union, Assistant to the President of the Russian Federation, Valery Falkov, Minister of Science and Higher Education, Vyacheslav Fedorishchev, Governor of the Samara Region, member of the Soyuzmash Bureau, Dmitry Milyaev, Governor of the Tula Region, State Duma deputies and senators, representatives of ministries, departments and organizations, Bureau members – heads of corporations and large industrial enterprises.
In his opening remarks, Sergey Chemezov noted the steady growth and development of Russian industry against the background of sanctions pressure from unfriendly countries.
"The industry grew by 4.5% in January – August compared to the same period last year. Manufacturing industries showed an increase of 8.1%, and capital investments increased by 24.7% in the first half of the year. This success is largely due to a wide range of state support measures and a significantly increased state defense order. At the same time, it is important that the drivers of development are precisely the high-tech sectors of industry. However, there are also a number of significant negative factors. A significant brake on further industrial growth is the record level of the key rate. It practically deprives enterprises of the meaning of loans for their development," said Sergey Chemezov.
Vladimir Gutenev informed about the promotion of legislative initiatives to improve the regulatory framework in the industrial sector, prepared, inter alia, with the support of expert councils and committees of Soyuzmash.
"We continue to actively address issues in the field of state defense orders. Our goal is to eliminate the imbalance of the customer–contractor system, optimize pricing, and, as a result, increase profitability. As a result of step-by-step joint work with the direct support of the expert council of Pyotr Mikhailovich Fradkov, proposals in this area have been developed. 12 draft regulations have been prepared, a number of provisions of which have already been implemented," said the First Vice–President of the Union.
He also added that following the events of the Army 2024 forum, the Union and the League have formed 16 proposals. They include the development of R&D in defense industry organizations; provision of state support measures for enterprises participating in industrial clusters; improving the efficiency of operation of new Russian aircraft, and solving other issues. The initiatives have been sent to the Ministry of Industry and Trade and other relevant ministries.
Alexey Dyumin spoke about the support of defense industry organizations by the state leadership: "Since the beginning of the special military operation, our defense industry has been facing serious challenges. A lot of work is being done to increase capacities for the production of highly demanded samples of weapons, military and special equipment and weapons of destruction. Defense industry organizations promptly refine the demanded samples, taking into account the experience of their combat use. It is too early to say that all the tasks have been solved at the proper level. However, the system of interaction between government agencies, departments and industrial organizations is being rebuilt at a rapid pace. Where we still see problems, we are always ready to solve them manually as soon as possible. And the newly created Department of the Presidential Administration for State Policy in the defense Industry is already actively working on this task in close cooperation with all interested parties."
Valery Falkov reported on the development of a new format of interaction between science and industry – industrial postgraduate studies.
"According to its purpose, industrial postgraduate study is a form of partnership and cooperation between the university and a specific company, aimed at improving the efficiency of research activities, on the one hand, and at solving specific tasks of the enterprise, on the other," explained Valery Falkov.
Sergey Chemezov supported the initiative to launch an industrial postgraduate course. "We are ready to take part in this project. The real sector of the economy has a very great need for specialists of the highest category. Of course, the creation of such an industrial postgraduate school will also contribute to the consolidation of young specialists at enterprises," he said.
Yuri Slyusar, General Director of UAC, Vice President of Soyuzmash of Russia, focused on the problem of replacing foreign software with Russian developments. Rostec United Aircraft Corporation, together with its cooperation partners and Russian software developers, continues to work on creating an industry-specific digital environment for the design, testing and production of aviation equipment based on domestic software products. The software for the work of design engineers based on the Russian T-FLEX platform is being finalized and implemented. A demonstrator of used modules has already been created, which allows you to design individual units and elements. "Our task is to complete this work in May 2026. We plan to start designing our products according to individual aircraft programs in the new domestic digital environment. At the next stage, we plan to continue developing modules for solving other engineering tasks, in particular, to work out a module for designing products made of composite materials."
The Bureau of the Union of Machine Builders of Russia is the main governing body of the organization. The Bureau consists of heads of corporations, holdings and major industrial enterprises, leading Russian universities, financial and business structures of Russia. The Bureau's meetings discuss current problems and tasks of the industrial community, promising areas and programs for the development of mechanical engineering, taking into account the strategic interests of the national economy.
