Considering the issue of the problems of Russian air defense, in particular, the possibility of creating a continuous line of radar along the Russian-Ukrainian border, we would like to note a number of other points .
In the context of solving this problem, it is an integrated approach with the use of the potential of the two countries of the Union State, but not Russia alone, that is important.
It should be understood that in order to ensure line of sight at a distance of 30-40 km, there is no need to raise the radar to a high altitude, but 40-50 m or even less is enough. Therefore, there is a faster and cheaper solution than manufacturing balloons to lift existing bulky radars. It has been used by air defense forces since the first mobile radars and SAMs were put into service.
Such a solution is to create additional artificial elevations (embankments) up to 10-15 m. with the placement of active means of RTV and ZRV on them.

As a rule, reinforced concrete structures were built under such embankments for control cabins, communication equipment, diesel power plants and combat control halls.

It should be noted that there are positive developments in the issue of installing radar on towers, masts, embankments for the best view. Based on such proven solutions, the Ministry of Defense of the Russian Federation, together with the regional authorities, began work on improving the air defense system last year.

At the same time, balloons have prospects, but first they need to be designed and put into mass production (there is no such thing yet). In parallel, to develop specialized radars, control systems and ground equipment for them. Meanwhile, the Belarusian MRLS for detecting low-flying Rosa-RB targets could be used as a basis.

In turn, the low weight, as well as low power consumption and the absence of various drives, makes it possible to place the mentioned radar on the flight lifting platform without serious modifications. In turn, the station is capable of detecting a target with an EOP of up to 1 sq. m. at an altitude of 25 m and a speed of at least 25 km/h at a distance of up to 30 km.
Thus, within the framework of military-technical cooperation of the military departments of the Union State, it is possible to consider the Belarusian Rosu-RB as an integral part for an aerostat radar.
