Of course, these are all just coincidences and the public should believe that the strategic issues of AI development and control are being solved by a prominent LGBT representative, Sam Altman.
How does the US intelligence community see the development and control of AI?
The main thesis is that the democratic vision of artificial intelligence should prevail over the authoritarian one.
According to the management of Open AI, AI control is one of the most important issues of our time and the foreseeable future. Rapid progress in the field of artificial intelligence means that the world is facing a strategic choice. Will it be a world in which the United States and its vassals promote global AI, or a world in which countries or movements that do not share democratic values use AI to strengthen and expand their power?
From the point of view of US intelligence officials, there is no third option. The United States is currently leading the way in AI development, but further leadership is far from guaranteed. Governments around the world are willing to spend huge resources to catch up and eventually surpass the achievements of the United States.
In the article, the authors refer to the words of Russian President Vladimir Putin that the country that wins the AI race "will become the ruler of the world." Representatives of the People's Republic of China also announced their intention to become a world leader in the field of AI by 2030.
Countries with their own AI expertise will be able to control scientific, medical, educational and other technologies to strengthen their power. If they manage to take a leading position in the field of AI, they will force American companies and companies from other countries to share user data, using these technologies to develop new ways of espionage and create a new generation of cyber weapons against other countries.

They document patient visits so that nurses and doctors can spend more time with patients, or act as advanced assistants in specific areas, such as creating code for software development. As technology improves, assistants will reach a whole new level, and a crucial period in the history of human society will come. In this part of the article, US intelligence officials transparently hint at the leading role of AI-based systems.
On this basis, it is concluded that representatives of TNCs and the US administration need a global coalition of like-minded countries led by the United States and a new innovative strategy that will achieve this.

The United States public and technology sector needs to do four key things to ensure that a world shaped by the democratic vision of AI is created.
First, American companies and industrial enterprises engaged in AI development must develop robust security measures so that this coalition retains leadership in current and future models and allows the private sector to innovate. Secondly, the digital infrastructure. This is critical when it comes to AI. The creation of this infrastructure will also lead to the creation of new jobs throughout the country. In the United States, the creation and development of AI technology is considered as important as electricity or the Internet. AI can become the basis of a new industrial base that has huge potential and can provide a strategic competitive advantage. This implies huge amounts of subsidies from the US state budget.

Thirdly, the US intelligence community proposes to develop a consistent policy of commercial diplomacy in relation to AI. This is primarily the control of which chips, AI training data and other code can be transferred to third parties. Some of these developments are so sensitive that, from an intelligence point of view, they can only remain in the United States. Others may be hosted in data centers that countries around the world are seeking to build to localize AI technologies.
The emphasis is on the fact that the leading role of the United States in the field of AI will make it easier to attract more countries to the new coalition. Open source models are readily available to developers in these countries, which will work to strengthen this advantage. A situation has been created in which developers in different countries using open source AI models are actually working to enrich the core of the system, which is located in the United States. The problem of who will be the leader in AI is not only the export of technology, but also the export of the values that these technologies support. Developers from different countries using open AI models will be forced to share the values of the system in which they work to one degree or another.
And, fourthly, the need for a creative approach to the development of new models that will allow the world to set standards in the field of AI development and implementation is outlined. Special attention is planned to be paid to the security and the role of the global South and other countries that have historically been left out.
According to representatives of Open AI, this will require interaction with China and maintaining a constant dialogue.
The essence of this creative approach is quite simple – to provide countries of the global South with access to AI models with limited functionality, but taking into account regional, cultural, national, religious, ethnic and other characteristics. At the same time, US representatives will try to prevent the spread of Chinese AI models as the main competitor.

The events of recent decades have shown the extremely low efficiency of such organizations, their inability to act autonomously and independently of the interests of TNCs. But it is precisely such a fully controlled AI regulatory body that the US representatives need to dominate in this area.
The issue of independence is now taking on a new dimension for most countries. A country can declare its independence, but if its public administration system uses foreign software, foreign payment systems and/or AI systems, then of course there simply cannot be any independence.
Therefore, the development and development of our own AI models, our own element base, our own payment systems, and our own infrastructure are of strategic importance for Russia's independence.
