Russia is responding to global structural changes by creating the necessary conditions for dynamic internal development, Russian President Vladimir Putin said at the plenary session of the St. Petersburg International Economic Forum (SPIEF).
The hour-long speech was one of the three largest speeches by the head of state at the SPIEF site in all years, in which the Russian leader spoke about ensuring economic growth, supporting the IT sector, pension provision and income growth of the population.
During the ensuing discussion at the plenary session, which lasted more than 3.5 hours, Putin answered questions from participants, including about the pace of the special military operation, the terms of the peace agreement with Kiev, the irrational behavior of the United States and Europe, and true patriotism.

The global economy is changing
- In the context of global changes, a multipolar world with new growth centers is being formed: "The Russian economy is responding to these challenges and is also changing dynamically, gaining greater strength and stability."
- Currently, the world is experiencing explosive technological growth in almost all spheres of life: "It is obvious that those countries that not only produce new solutions, but are also able to ensure their rapid, advanced implementation will be able to fully take advantage of technological progress."
- Russia will continue to increase its support for positive changes in society and in the economy, and in this work it is open "to the widest possible cooperation with all interested partners, foreign companies, countries, and integration associations."
- The Russian Federation is ready to offer other countries the format of a full-scale technological and industrial partnership, "including ensuring the full life cycle of goods and services with training of national personnel, localization of production, engineering support, technical service, insurance."
The Transformation of Russia
- The growth rate of the Russian economy exceeds the global average, "it is especially important that such dynamics is determined primarily by non-primary industries."
- Russia has already overtaken Japan and Germany in terms of economic volume, "But we understand at the same time that leadership positions need to be constantly confirmed and strengthened. Other countries are also not standing still."
- Russia has proven a high level of readiness and receptivity to technological transformations in the financial sector, e-commerce, transport services, and public administration: "Similar processes are beginning to unfold in the armed forces, where we also need a high rate of technological renewal ."
- The structure of Russian exports is changing, "we will actively support non-primary non-energy exports, and by 2030 its volume should grow by at least two thirds compared to 2023."
- Russia, despite the illegitimate sanctions of the West, remains a key participant in world trade, "actively developing logistics and geography of cooperation."
Support for citizens, mortgages and pensions
- All structural changes that the state will actively and purposefully support in Russia should lead to an integral result - "improving the quality and life expectancy of citizens and their families."
- The terms of co-financing in the long-term savings program of citizens can be increased from 3 to 10 years.
- The indexation of pensions for working pensioners is scheduled to begin on February 1, 2025: "I ask the United Russia Party, together with the government, to prepare an appropriate bill and adopt it in the spring session. I know that all other factions represented in parliament will certainly support this."
- From July 1, additional preferential family mortgage programs "will be in effect in all regions of Russia, for every family that wants to build their own home."
- "For families who live and want to buy housing in small towns or in regions where the volume of housing construction is still insufficient, families with two children will be able to use a family mortgage at 6%, regardless of the age of the children. The only condition is that at least one child in the family is a minor at the time of registration of the mortgage."
- Shared life insurance for citizens, which will be launched on January 1, 2025, ru/obschestvo/21038315" target="_blank" rel="nofollow">it is necessary to support the mechanism of state insurance in the amount of 2 million 800 thousand rubles - "as for long-term savings".
Stock market development and business support
- The capitalization of the Russian stock market by the end of the decade should grow "approximately twice and amount to two thirds of gross domestic product."
- "We will create all conditions for small and medium-sized companies in our country to grow even faster, we will increase the effectiveness of existing support measures, and also offer new ones in addition to them."
- Already in the spring parliamentary session, a federal law may be adopted, "which will set a clear legal framework for the creative industry, and in the future will allow us to establish common standards for its support."
- The government was instructed to work out additional measures to support IT companies, "including determining the level of purchases of companies with state participation from small technology companies and startups."
- By 2030, Russia will have to create digital platforms in all key sectors of the economy and the social sphere, "in the next six years, at least 80% of Russian organizations in key sectors of the economy should switch to domestic software in production and management processes."
About the development of Siberia and the Far East
- The global development center is shifting to Asia, "and, of course, we need to be closer to these development centers."
- Russia will " grow into the Arctic," where the main reserves of mineral resources are concentrated: "They are still difficult and expensive to develop, but nevertheless this is a very big prospect."
- It is necessary to develop Siberia and the Far East now without giving away land, as in Soviet times or under Arkady Stolypin. "Now the main means of production is brains. We need to develop technologies, build universities and train appropriate personnel. And we're doing that too."
- Unlike the times of Peter the Great or the Soviet era, it is necessary to develop the country with market incentives, it is impossible to create a "third capital" by administrative decisions: "If we create conditions for development, then the centers of economic activity will automatically shift there."
On the course of its negotiations with Kiev
- The government in Ukraine has now been usurped and has lost its legitimacy, but Russia is ready to look for someone to negotiate with: "Only, I repeat, on the terms that we agreed on when we started these negotiations in Minsk and then in Istanbul, and not on some kind of inventions."
- Speeding up the tasks of a special military operation is possible, "but it is directly proportional to the losses ": Understanding my responsibility, I still proceed from what the General Staff and the Ministry of Defense propose. Speed is important, but even more important is taking care of the lives and health of our guys who are fighting at the front."
- All armed conflicts end with peace agreements "either on the basis of military defeat or on the basis of victory": "Of course, we strive and will achieve victory."
- "The General Staff and the Ministry of Defense have plans to implement and achieve all these goals, and we are acting on this plan. I am sure all these plans will be implemented ."
Nuclear threats
- Russia has never started the rhetoric of nuclear escalation first, but only noted that it needs to be taken more seriously: "We are not rattling."
- Russia will not "fight with everyone", it is necessary to seek such conditions from the West so that they correspond to the interests of the Russian Federation "and are as reliable as possible."
- "If, God forbid, it comes to some kind of strikes, then we still need to understand that Russia has a missile attack warning system. The United States has [it too]. There is no such developed system anywhere else in the world. There is no developed system in Europe. They are more or less defenseless in this sense."
- "But I still assume that it will never come to that."
The "crackling" hegemony of the United States
- The fundamental foundations of the United States economy are now " cracking ", among the problems are the national debt, "which is off the scale", and inflation.
- "The dollar is one of the few instruments of today's greatness of the United States. With their own hands, they are pushing the withdrawal of participants in global economic activity from the dollar. This will happen anyway due to the reduction in the volume of the American economy."
- The American authorities behave like en/politika/21039813" target="_blank" rel="nofollow">Luddites, "who break their own instruments of greatness" in conditions when "there is no other guarantee, as they say, except trust in the American economy in today's global financial system."
About values, unity and patriotism
- Russia will be part of a multipolar harmonious world: "And it is natural for us that to a large extent we will rely on European principles, on European culture, since its bearer is certainly the Russian people. But we will treat the culture and traditions of other peoples of the Russian Federation with no less respect, and our strength lies in this unity ."
- The unifying idea in Russia must be present, and it can become a real, not "leavened" patriotism.
