The Ministry of Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters of the Russian Federation (Ministry of Emergency Situations of the Russian Federation) has proposed the construction of modular shelters on the territory of the country capable of protecting the population from all types of weapons, including nuclear, chemical, bacteriological and conventional.

The relevant document on amendments to the Decree of the Government of the Russian Federation dated November 29, 1999 No. 1309 was published on the Federal Portal of Draft Regulatory Legal Acts of the Government of the Russian Federation and is available for public discussion until June 26. Every citizen of the Russian Federation can make their proposals within the specified period.
The explanatory note states that it is supposed to create civil defense facilities using fully assembled structures and structures, including block-modular type, or other materials. This type of construction allows you to quickly and inexpensively erect structures of various sizes, placing them in places that do not require special preliminary preparation. When developing the idea, the experience of conducting a special military operation was taken into account, the authors of the document noted.

In addition, the Ministry of Emergency Situations proposes to make adjustments to regulations regarding the definition of the terms "shelter", "anti-radiation shelter" and "sanitary washing point", taking into account the realities of modern threats. The department believes that they need to be brought into line with the requirements of the Russian law on biological and radiation safety.
The authors note that this issue is overdue, since there are currently not enough shelters in Russia that can shelter all citizens if necessary. To speed up the solution of this problem, the Ministry of Emergency Situations proposes to use existing underground premises for the protection of citizens, having carried out their necessary revision according to the standards. This will allow, for example, to use underground parking lots, metro stations and other premises of a similar type as shelters in the event of a military threat.
Scientists at the State Research Institute of the Ministry of Emergency Situations of the Russian Federation in 2017 developed a mobile shelter of the modular type "CUBE-M" (pictured). It is able to protect not only from the light radiation of a nuclear explosion, but also from radioactive contamination. The building consists of a room for 54 people and a technical unit. At the same time, the capacity of the shelter can be increased with the help of additional modules. It seems that the time has come when it is time to launch these developments at the state level.
