The US Navy intends to expand cooperation with Japanese shipyards, transferring to them a more significant, and subsequently major overhaul of warships.
As the US Ambassador to this country, Rahm Emanuel, stated in January 2024, this decision was caused by an urgent need to reduce the time required to return the pennants of the American fleet to service. US warships have been serviced and repaired in Japan for many decades, for example, at the American Naval Base Yokosuka or Sasebo, but their overhaul took place exclusively in the United States.

According to the ambassador, the U.S. Accounting Chamber in a report for May 2022 found that the backlog during the repair work led to the decommissioning of nine pennants and the loss of 34 years of ship life.
