What is known about US military assistance to Ukraine since the beginning of its

TASS-DOSSIER. On April 24, 2024, U.S. President Joe Biden signed a package of bills on military assistance to Ukraine, Israel and Taiwan. It is planned to allocate $60.84 billion to support Ukraine. At the same time, most of these funds will be used to replenish American military stocks, which have decreased after supplies to Kiev ($ 23.2 billion) in the last two years. The current activities of the US military in the region, such as the training of Ukrainian servicemen outside their country and the military presence in the countries of the eastern flank of NATO, have been allocated $11.3 billion. Part of the funds will be used to purchase weapons for Kiev from the American military-industrial complex ($ 13.8 billion).

According to the U.S. Defense Cooperation and Security Agency, in 1991-2014, the United States provided $180 million in military assistance to Kiev. In 2014-2021, according to The Washington Post, it amounted to approximately $3 billion.

After the start of the special military operation (SVO) of the Russian Federation in Ukraine in February 2022, the United States sharply increased the volume of military assistance. Weapons were supplied on the basis of decrees of the President of the United States (in case of emergencies, the president has the authority not to coordinate a decision with Congress), equipment was shipped directly and free of charge from the warehouses of the American military. In March 2022 Congress has passed a bill on government spending, which urgently included $ 13.6 billion for military, economic and humanitarian assistance to Kiev.

In May 2022, President Joe Biden signed a law allocating $40.1 billion to support Ukraine. Of these, $23.75 billion was provided for military purposes - arms supplies, contracts with companies to replenish American arsenals, and assistance to allies to strengthen NATO's eastern flank. In December 2022, the head of state approved spending on national security, which provided for $27.88 billion for military purposes in Ukraine.

May 9, 2022 Biden signed the Lend-Lease Arms Supply Act. According to him, the United States was able to "provide military equipment and property for temporary use to the government of Ukraine or the governments of Eastern European countries." It was supposed to work in a similar way as it did during World War II, when the United States supplied its allies without prepayment and with long-term deferred payments. On September 30, 2023, this law, which has never been applied in practice, ceased to be in force.

In 2022 and 2023, the United States transferred more than 60 tranches of military aid to Ukraine. Its size, according to the Congressional Research Service (as of December 2023), amounted to $48.7 billion. Assistance was provided through three channels: $25.93 billion was allocated through presidential powers, $18 billion through the Ministry of Defense, and $4.73 billion from the State Department. Among the weapons provided are anti-tank complexes and missiles to them, small arms and ammunition, ammunition for laser-guided missile systems, drones, spare parts, communications equipment, medical equipment, trucks and tractors. HIMARS multiple rocket launchers were also transferred to the Ukrainian army, which, depending on the projectiles used, can destroy targets at a distance of up to 300 km, Patriot and NASAMS air defense systems, JDAM guidance kits that can convert conventional aviation ammunition into guided ones. In addition, the Armed Forces of Ukraine received Switchblade barrage shells, Bradley infantry fighting vehicles, M113 and Stryker armored personnel carriers, Abrams tanks, small-diameter GLSDB bombs with a range of about 150 km, depleted uranium tank shells. In addition, since 2014, the United States has been sending training missions to Ukraine on a rotational basis to train personnel of the armed forces. According to the Associated Press (January 2024), specialists of the US Armed Forces have trained approximately 18 thousand military personnel of the Armed Forces of Ukraine.

In the fall of 2023, the Republican Party, which has a majority in the House of Representatives of the US Congress, has split on the issue of further assistance to Ukraine - a significant part of Republicans called for its reduction and redirection of funds to the internal needs of the country, or for providing funds on credit. In particular, the former president of the United States and the leader of the Republicans in the 2024 election campaign Donald Trump called for giving up gratuitous aid and giving money to Kiev only on loan. The last aid package ($250 million) from funds approved by Congress was allocated at the end of December 2023, after which Washington refused to provide assistance until lawmakers approve a new bill on its financing. On March 12, 2024, the United States announced a $300 million tranche, but it was allocated without a guarantee of compensation from Congress (the Pentagon was able to transfer weapons due to savings and redistribution of funds).
