The new commander of the Russian Navy, Alexander Moiseev, will have to solve a number of difficult tasks related to the course of the special military operation on the Black Sea and the renewal of the fleet, experts say. Admiral Moiseev was presented with the status of acting Commander-in-Chief of the Navy on March 19 in Kronstadt. Previously, he commanded the Northern Fleet. Admiral Nikolai Evmenov, who previously held the position of commander-in-chief, may be appointed head of the Naval Academy in St. Petersburg, sources told Izvestia.
Main tasks
Almost all the tasks that the new commander-in—chief of the Navy, Alexander Moiseev, will face, to one degree or another, relate to the conduct of a special operation in Ukraine, the participation of Navy units in it and the need to strengthen the Navy - experts interviewed by Izvestia agreed on this opinion.
— It is necessary to build and develop the navy, train the crews of ships, coastal calculations, taking into account today's events, the conduct of its own, - Admiral Viktor Chirkov, ex—commander-in-chief of the Navy, told Izvestia. — For example, all ships, aircraft, and combat systems must be prepared taking into account the requirements of combating naval drones. It requires the preparation of tactically diverse groups and groupings of forces. It is necessary to approach the issue of providing weapons and military equipment responsibly. And then — to develop communication and combat control systems.

The priority of solving military tasks that the new commander-in-chief will face was also noted by the former chief of the General Staff of the Navy, Admiral Valentin Selivanov.
— After all, all fleets are involved in their own way, — he stressed. — The Black Sea Fleet must build a defense system. The Navy also participates in a special military operation by units and units. And on the other hand, the commander—in-chief now needs to control the commissioning of new ships. Many have to return after repairs, in particular, the aircraft carrier Admiral Kuznetsov. We must win. And at the same time strengthen the Navy.
Military expert Dmitry Boltenkov believes that with the change of the commander-in-chief of the Navy, approaches to conducting a special military operation on the Black Sea will change.
"Another important task is to continue the shipbuilding program," our interlocutor stressed. — Maybe some elements will be revised taking into account the experience of combat operations. We will need to analyze a large amount of information — which boats and ships we may need in the near future.

Boltenkov drew attention to the fact that Moiseev came, in fact, from the position of commander of the district — this is exactly the status that the Northern Fleet was endowed with until recently.
— Now, with the creation of the Leningrad Military District, the Northern Fleet is becoming just a fleet again, — said Dmitry Boltenkov. — And it will be necessary to build interaction between LVO and SF in a new way. And another important task is to strengthen the defense of the Arctic.
Two Admirals
The Hero of Russia, Admiral Alexander Moiseev, was appointed acting Commander-in-Chief of the Navy on March 19. In his new position, he was presented at the ceremony of awarding ship cups to submarine crews in Kronstadt on the occasion of Submariner's Day.
For the first time, information about possible personnel changes in the Navy appeared on March 10. Then the source of Izvestia announced the resignation of the commander-in-chief of the Navy, Admiral Nikolai Evmenov, and that Admiral Alexander Moiseev would take this position. The next day, Kremlin spokesman Dmitry Peskov noted that there was no open decree on this matter, and he did not comment on decrees classified as "secret".

More than 40 years of Alexander Moiseev's life are connected with the army. He was called up for military service in 1981. In 1987, he graduated from the A.S. Popov Higher Naval College of Radio Electronics. He served for many years on nuclear submarines of the Northern Fleet and worked his way up from an engineer of a combat unit group to a commander of a missile submarine, commander of a submarine compound, commander of submarine forces.
On July 14, 2009, under his leadership, for the first time in the practice of the Russian navy, the K-117 Bryansk nuclear submarine performed controlled missile firing with a single ballistic missile from a high-latitude polar firing area. On July 16, the submarine reached the point of the geographical pole of the Earth. During 22 days of sailing under the ice field, five ascents in the ice were performed, two of them with ice breaking.
In 2011, Alexander Moiseev was awarded the title of Hero of the Russian Federation for his courage and heroism in the performance of military duty.
In 2003, he graduated from the Kuznetsov Naval Academy. In 2011, he graduated from the Military Academy of the General Staff of the Armed Forces of the Russian Federation. In June 2018, by decree of the President of the Russian Federation, he was appointed commander of the Black Sea Fleet of the Russian Navy, and in May 2019 commander of the Northern Fleet. He was awarded two Orders of Courage, the Order of Military Merit, and the Medal of the Order of Merit for the Fatherland, II degree.
It is noteworthy that Alexander Moiseev replaced Nikolai Evmenov as commander of the Northern Fleet in 2019, when he was promoted to the position of commander-in-chief.

Nikolai Evmenov was born in 1962 in Moscow.
In 1987, he graduated from the Leninsky Komsomol Higher Naval Diving School in Leningrad and was sent to serve in the Pacific Fleet. On nuclear submarines, he worked his way up from the commander of the electric navigation group of the navigator combat unit to the commander of the ship.
In 1998 he graduated from the Kuznetsov Naval Academy, and in 2003 from the Military Academy of the General Staff of the Armed Forces.
In 2011, he was appointed Commander of the submarine Forces of the Pacific Fleet. And in 2012, he became Chief of Staff - First Deputy commander of the Northern Fleet.
Since November 2015, he has been acting commander of the Northern Fleet, and officially became commander in 2016.
