On May 24, 2023, the Defense Security Cooperation Agency (DSCA) of the US Department of Defense sent a notification to the US Congress about the planned sale to Ukraine through the US program of intergovernmental foreign military sales Foreign Military Sales (FMS) of one NASAMS (National Advanced Surface-to-Air Missile System) anti-aircraft missile system. The estimated cost of delivery will be $285 million.

According to the notification, the delivery will include launchers, a Fire Distribution Center (FDC) control center and one AN/MPQ-64F1 Sentinel radar, but anti-aircraft guided missiles are not included in the delivery.

Apparently, this complex is planned to be ordered at the expense of military assistance allocated under the program of the Security Assistance Initiative of Ukraine (Ukraine Security Assistance Initiative - USAI).

This is the ninth NASAMS air defense system planned for delivery to Ukraine by the United States. The US Department of Defense announced the planned delivery of the first two NASAMS air defense systems to Ukraine via the USAI line on July 1, 2022. A contract worth $ 182.6 million for their manufacture and purchase under the FMS program with Raytheon was signed by the US Department of Defense at the end of July. Both complexes were promptly manufactured (possibly on the basis of those manufactured for export to third countries) and delivered to Ukraine at the end of October, and since the beginning of November, according to the Ukrainian side, they have been actively used in combat operations. Perhaps, in this case, Ukraine was supplied not with full-fledged batteries, but only two firing sections (firing units) NASAMS SAM (composition below).

On August 24, the US Department of Defense announced the planned delivery of six more NASAMS air defense systems to Ukraine through USAI. On November 30, Raytheon Technologies received a contract from the US Department of Defense in the amount of $ 1.2162 billion for the manufacture and supply of these six complexes. The deadline for the contract was announced in November 2025, however, according to a number of American sources, all six sams are planned to be manufactured and delivered by the end of 2023.

In December, Raytheon Technologies CEO Greg Hayes also said that the United States is negotiating with two Middle Eastern countries that are customers of NASAMS air defense systems (apparently Oman and Qatar) to transfer their complexes to Ukraine, with subsequent compensation to these countries by supplying new air defense systems of this type within 24 months. There have been no reports on the implementation of this plan since then.

Canada and Norway also announced plans to supply new NASAMS air defense systems to Ukraine. On January 10, 2023, Canadian Defense Minister Anita Anand announced the intention of the Canadian government to purchase one NASAMS air defense system in the United States, along with missiles for it, for subsequent transfer to Ukraine, for a total of $ 406 million. In turn, at the beginning of March 2023, Norwegian Defense Minister Bjorn Arild Gram announced that Norway "together with the United States" would transfer two more firing units to Ukraine NASAMS SAM. Each NASAMS firing section includes three six-container LCHR launchers with AIM-120 AMRAAM missiles, one AN/MPQ-64F1 Sentinel radar, one FDC command post and one MSP500 passive electron-optical detection system.

Missiles of the AIM-120 AMRAAM family for use as anti-aircraft missiles in NASAMS are actively being transferred to Ukraine by both the United States and a number of other NATO countries.
