On May 12, 2023 at JSC "Onega Shipbuilding and Ship Repair Plant" (OSSZ) in Petrozavodsk, a ceremony was held to lay the head of the shallow-seated icebreaker project 22740M (construction number 151), which will be built by order of FSUE Rosmorport (under whose control the OSSZ is located) for two such vessels.
Project image of the shallow-seated icebreaker project 22740M (s) glavpaluba.ruAccording to the company's press release, the shallow-seated icebreaker of the 22740M project is intended for operation in the Baltic, White, Azov and Caspian Seas and on inland waterways, as well as, if necessary, in other marine basins.
The vessel will be used for icebreaking support of winter navigation, conducting caravans of ships in ice conditions, towing ships and other floating structures in ice conditions and on clean water, as well as for solving other tasks of servicing the water area of ports and infrastructure. Vessels of this class can be operated at water temperatures from minus two to plus thirty degrees and air temperatures from minus forty to plus thirty-four degrees Celsius.
The general designer is the St. Petersburg branch of Lazurit Central Design Bureau JSC.
The vessel is designed and built in accordance with the requirements of the Regulations and under the supervision of the Russian Maritime Register of Shipping for the class KM Icebreaker6 [2] OUT1-ICS OMBO FF3WS EPP ECO. This is a marine steel single-deck vessel with an elongated tank, with a residential superstructure shifted to the bow, with an open deck in the stern of the vessel, with an average location of two engine rooms, with a main diesel-electric power plant, a three-screw with two screw steering columns (VRK) and a propeller installation including a fixed-pitch screw and the shaft line connected to the propeller motor.
The maximum length of the icebreaker project 22740M is 78.1 m, the maximum width is 16.8 m, the maximum draft is 3.2 m. Deadweight is 3000 tons. The main power plant with a total capacity of 9.17 MW (the power of the propulsive complex is 6 MW) will provide a full speed of up to 14 knots. Autonomy up to 17 days. Ice penetration up to 1 m. The crew is 12 people with the possibility of accommodating 12 passengers.
Initially, the project of the shallow-seated icebreaker 22740 was developed by the Baltsudoproekt Central Design Bureau, which is part of the Krylov State Research Center, the vessel was supposed to work in the Azov and Caspian Seas. In May 2018, FSUE Rosmorport signed a contract for the construction of two shallow-seated icebreakers of Project 22740 at the Zvezda Shipbuilding Complex in Bolshoy Kamen in the Far East (the complex is being built by a consortium of JSC Rosneftegaz, PJSC NK Rosneft and JSC Gazprombank). In August 2018, SSC Zvezda signed a contract with Lazurit Central Design Bureau JSC for the processing of project 22470, as a result of which project 22470M was developed.
However, the construction of icebreakers of project 22470M at the SSC Zvezda was never started, and in August 2022 it became known that Rosmorport transferred the order for the construction of both vessels to the Onega Shipbuilding Shipyard controlled by it. The planned deadlines for the delivery of ships are now starting from 2025.
Earlier in April 2023, the director of the OSSZ, Vladimir Maizus, stated that the second icebreaker would also be laid at his enterprise in 2023, however, he pointed out that the timing of the completion of the construction of icebreakers would depend on the results in import substitution, since many important aggregates for such vessels are supplied from abroad.
In total, within the framework of the "Comprehensive Plan for the modernization and expansion of the main transport infrastructure until 2030", it is planned to build four shallow-seated icebreakers with a capacity of 6 MW of the 22740M project for the freezing ports of the Caspian and Azov basins.
JSC "Onega Shipbuilding and Ship Repair Plant" was founded in 2002 on the basis of the ship repair facilities of the White Sea-Onega Shipping Company, formed in 1944. Since 2014, the only participant of JSC "OSSZ" is FSUE "Rosmorport", which is implementing a project to develop its own shipbuilding and ship repair enterprise. Since 2003, the plant has been building turnkey vessels. OSSZ has experience in the construction of dry cargo vessels with a deadweight of up to 5,500 tons, dredging vessels, technical fleet vessels.
