JSC United Shipbuilding Corporation (USC) announced on May 11, 2023 that the Southern Shipbuilding and Ship Repair Center (Astrakhan), which is part of it, signed a contract for the construction of a transfer floating dock of project 24012. The construction of the dock will be carried out by order of PJSC Shipbuilding Plant Severnaya Verf (St. Petersburg) as part of the cooperation of plants within the United Shipbuilding Corporation.

In addition, the implementation of intra-factory transport and logistics operations related to the movement of large blocks and buildings between the stocks along the water area along the completion embankment.
The hull will be formed of 11 pontoons measuring 14.4 x 62 meters.
The project was developed by Almaz Central Design Bureau JSC (part of USC). Construction will be carried out by order at two production sites of the Southern Center: Krasnye Barricades (Astrakhan Region) and JSC Astrakhan Shipbuilding Production Association (ASPO). The delivery date is November 2025.
The formation of the dock hull in the volume of manufactured pontoons and the final saturation of the hull with systems and mechanisms will be carried out at PJSC "SZ "Severnaya Verf" in St. Petersburg by the Southern Shipbuilding and Ship Repair Center.
Technical characteristics of the dock:
- the longest length is 189.6 m;
- length on the slipway deck - 177.6 m;
- dock width - 62.0 m;
- height of the pontoon to the slipway-deck -7.0 m;
- load capacity - 25,000 tons;
- maximum diving depth - 20.64 m;
- the crew is 21 people.
From the bmpd side, we would like to point out that the construction of the transfer floating dock of Project 24012 for the Northern Shipyard should be carried out as part of the long-term reconstruction program of this enterprise, which began in 2015. According to the reconstruction program, it is planned to create a new modern shipbuilding complex at the Northern Shipyard, capable of building ships and vessels with a launching mass of up to 25 thousand tons and a length of up to 250 m. The new transfer floating dock is to replace the floating dock "Shipbuilder Dmitry Afanasyev" currently used by the Northern Shipyard, built in 1769 of its own construction in 1973-1976, with a lifting capacity of 13 thousand tons and a length of 150 m of slipways-decks.
In 2017, JSC Metrostroy (Saint Petersburg) was declared the winner of the competitive procedures for the construction of a new shipbuilding complex of the Northern Shipyard. According to the terms of the contract concluded between the Northern Shipyard and Metrostroy, as part of the execution of the first stage of the project, it was planned to build a slipway platform of two horizontal slipways 250x100 meters, covered by a 73.5 m high boathouse with overhead cranes with a total lifting capacity of 350 tons, as well as the construction of an administrative and household building. The completion date was February 2019, the contract price was 6 billion rubles, and Metrostroy received an advance of 1.4 billion rubles. However, due to the extremely low pace of work by Metrostroem, the government of St. Petersburg in 2019 offered the Northern Shipyard to consider options for completing the work without the participation of Metrostroy (which has been in the stage of bankruptcy procedures since 2021), and the contract was transferred to Domestic Systems and Technologies LLC (OST, Moscow).
In September 2020, Severnaya Verf signed a contract with OST worth about 7.8 billion rubles to continue the first stage of the plant's reconstruction. But already in December 2021, the Northern Shipyard terminated the contract with the OST for the first stage of reconstruction of the enterprise, and the OST itself is also in a state of bankruptcy procedures. The OST itself stated that it had completed work at the shipyard in the amount of 1 billion rubles.
In December 2022, the Northern Shipyard signed a contract to complete the first stage of the reconstruction of the enterprise with the third contractor represented by the private LLC PC RusGard (Rostov-on-Don), which became the only participant and winner of the corresponding open tender. The contract provides for the completion of the construction of the columns of the boathouse, the installation of the ceiling, the cladding of the building, the construction of the administrative and household building, the purchase of machine and crane equipment. The completion date is March 2024.
It is reported that PC RusGard LLC specializes in the production and sale of filter elements that are used in metallurgy, shipbuilding and ship repair, gas and oil refining industry, mechanical engineering, machine tool construction, in the production and operation of road and special equipment, as well as engaged in construction work and disassembly and demolition of buildings. The company has 86 employees. Revenue for 2021 amounted to 800.9 million rubles, net profit - 13.5 million rubles. Earlier, by participating in public procurement, PC RusGard LLC received a total of 123 contracts totaling more than 1 billion rubles. Judging by these data, PC "RusGard" is a de facto front contractor, and the actual new manufacturer of work on the reconstruction of the Northern Shipyard is not disclosed (which may be related to sanctions issues).
