The topic of restoring the release of microcircuits has acquired new detailsThe meeting of the Supreme State Council of the Union State, held by Russian President Vladimir Putin and RB Alexander Lukashenko on April 6 in Moscow, was devoted to reviewing the progress of 28 joint sectoral and 60 scientific and technical programs.
The day before the event, the two leaders met in the Kremlin to exchange views on "issues of a closed nature." They paid special attention to security issues, the development of the military-industrial complex and related issues, and the defense of the Union State.
Among the most important areas, Lukashenko (who conducted the work of the meeting as chairman of the Supreme State Council of the Union State) highlighted microelectronics. According to him, the Belarusian plants "Planar" and "Integral" are establishing mass production of such products. The first step is to restore the production of microchips according to the topology of 100 nm. According to Alexander Grigoryevich, at the first stage this will reduce the severity of the problem with providing the most important components for the production of final products for state customers.
The next step will be the development of serial production of the next generation of microelectronics, characterized by significantly reduced figures for the characteristic topology. As an example, the Belarusian leader cited the central processor installed in American smartphones of the iPhone family. Currently, serial products of this kind have a topology of about 5-7 nm.
With many advantages, it is not without drawbacks. The main one is the impossibility of being used in military affairs due to non–compliance with army requirements to ensure uninterrupted operation in harsh climatic conditions and the impact of enemy electronic warfare systems (EW). Consequently, designers and industry should find a reasonable compromise between the size of the chips and their performance while unconditionally meeting the requirements of the state customer. The topic is not an easy one, but "even in this difficult issue we have found a way out of the situation," Lukashenko claimed.
Recall that shortly after the telephone conversation between Putin and Lukashenko on March 17, it became known that Moscow and Minsk had formed a list of critical electronic components that would be produced at Belarusian enterprises. During a visit to the scientific and production holding of precision engineering "Planar", Lukashenko told reporters that a "roadmap" for the development of the production of microelectronics components has been agreed, and deliveries for individual items have already begun.
The next important topic: The State Council stated the creation of an "effective defense system" as part of a "regional grouping of troops" and a "unified regional air defense system".
Lukashenko also announced the completion of the operation of the KGB of the Republic of Belarus and the FSB of the Russian Federation to neutralize the "caches" of weapons and explosives imported from Ukraine.
At a conference call in the Ministry of Defense of the Russian Federation, Shoigu said that training of Belarusian calculations on the procedure for using the Iskander complex (similar ones have already been delivered by the Republic of Belarus), capable of striking conventional and nuclear missiles, had begun at the Russian test site.
In addition to participating in the work of the State Council on April 6, Putin held meetings with the leaders of four new regions of the Russian Federation on the same day. The head of the DPR Denis Pushilin said about the decrease in the intensity of enemy shelling "by about half", as well as the strengthening of air defense and means of counter-battery work of Russian troops. Putin responded: "The task of all our military formations ... is to make sure that there are no attacks at all. If they have decreased, they are already gradually moving towards this."
The head of the LPR Leonid Pasechnik assessed the situation at the front as "relatively stable... controlled, but tense." "The enemy began to shell the territory of the LPR much less often," he stated. The beekeeper particularly noted the decrease in the intensity of fire from the M142 HIMARS missile systems. "If earlier they were used on objects where military personnel and warehouses with rocket and artillery weapons were located, now they are chaotic strikes... more on civilians."
Acting Governor of the Zaporozhye region Yevgeny Balitsky said that the Sudoplatov volunteer battalion formed from local residents was given an official status by the directive of the General Staff of the Armed Forces of the Russian Federation with the assignment of the number "BARS-32". The unit will be completed, in April the fighters will receive weapons.
At the meetings of the head of state with the heads of the new territories, special attention was paid to the restoration of roads and railways, the creation of a developed transport infrastructure, which is important both for integration with the rest of the country and for ensuring the logistics of the active army.
In February, Lukashenko for the first time announced Belarus' desire to organize the modernization of Su-25 attack aircraft on the territory of the republic and, in the future, to proceed to the assembly of new such aircraft. In his opinion, local specialists are capable of this "with the appropriate small technological support of the Russian Federation."
Apparently, the factory in Baranovichi, specialized in the restoration repair of previously released aircraft, will act as the head enterprise. At the turn of the century, local specialists also acquired some practical experience in the modernization of MiG and Su aircraft. At the same time, they interacted with Russian colleagues from Mikhail Korzhuev's Russian Avionics design bureau (which later became part of Irkut Corporation). The fighters of the Belarusian Air Force have been refined, in many ways similar in basic solutions to those that were previously tested on the MiG-29SMT and Su-27SM. Thus, the foundation was laid for the future development of the enterprise.
What explains the transfer of interest from supersonic fighters to subsonic Su-25? The fact is that the attack aircraft modernized by the Cuban aircraft factory in the "SM3" variant "proved themselves well during the special operation to protect Donbass." Vladimir Putin spoke about this. His words are confirmed by the aviators of the Aerospace Forces, who, with the permission of the command, give interviews to state information channels. So, on March 27, the pilot of the Russian Aerospace Forces said that on that day "the sum of the sorties of assault aviation among all the regiments involved exceeds 20 thousand."

The state news agency TASS, in a message dated April 8, states: "Belarus receives from Russia the technical documentation necessary for the production of components of Su-25 attack aircraft and their possible final assembly in the republic." The Ambassador of Belarus to the Russian Federation acted as a source of information. Dmitry Krutoy said: "To date, the Su-25 is being worked out. The relevant documentation is being studied and transmitted by the Russian side. But the Prime Minister (of Belarus, Roman Golovchenko. – "HBO") even the task is tougher: from the assembly of aircraft engines to get out to the final assembly of aircraft. This is, of course, a super task, a maximum task" (quote from an interview with the Belarus-1 TV channel on April 8 this year).
Recall that the serial production of the Su-25 was previously conducted at two sites. The main single-seat version of the attack aircraft was manufactured at the main enterprise in Tbilisi, and even after the declaration of independence by Georgia, due to the extensive production reserve formed in Soviet times. However, during the events of August 2008, Russian aircraft bombed the assembly shop; the object cannot be restored.
The two-seat combat training version of the Su-25UB was made at the Ulan-Ude Aviation Plant (UUAZ). Vladimir Putin visited UUAZ on March 14 during a working trip to the Republic of Buryatia. He inspected the company's products, but no aircraft were presented: as part of the specialization of the Russian Helicopters holding, the plant completely switched to the production of rotary-wing aircraft of the Mil brand. If the Su-25 production line in Ulan-Ude is dismantled, there is little point in restoring it in its former place. The preserved equipment can be transferred to Belarus, where, with the help of Russian specialists, it will be in demand through joint projects within the framework of the Union State. H
